Job Overview: The Counsel position at the World Bank Group involves significant responsibilities in analyzing legal arguments and factual records in sanctions cases. The role requires drafting legal and policy memoranda, decisions, and other briefing materials to the highest standards. The Counsel will also conduct research, assist in policy matters, and engage in outreach initiatives. This position demands a high level of independence and ownership of tasks, with supervision from the Executive Secretary and/or Senior Counsel as necessary. The Counsel will play a crucial role in ensuring the integrity of the sanctions process and contributing to the overall mission of the World Bank Group.
Duties and Responsibilities: The Counsel will have a comprehensive set of duties, including:
Case Work: Taking primary responsibility for assigned cases before the Sanctions Board, providing legal advice and support, managing case records and deadlines, and preparing high-quality case correspondence and decisions.
Policy Work: Handling policy issues and initiatives to maintain an appropriate framework for the Sanctions Board, contributing to discussions on sanctions reforms, and assisting in developing policy inputs.
Outreach Initiatives: Supporting efforts to communicate the role of the Sanctions Board, keeping abreast of global anti-corruption standards, and liaising with other international organizations to harmonize approaches.
Additional Responsibilities: Collaborating with the Executive Secretary and other staff on various assignments as needed.
Required Qualifications: Candidates must possess a JD, LLB, LLM, or equivalent law degree, and be admitted to the Bar (or equivalent) in at least one jurisdiction. A minimum of five years of relevant experience is required, with a preference for candidates with judicial clerkship experience, international organization experience, or experience in international law firms. Educational or professional experience in anti-corruption, procurement, corporate compliance, or litigation is highly desirable. Candidates should demonstrate excellent writing skills, the ability to analyze complex legal issues, and familiarity with the World Bank Group's sanctions system.
Educational Background: The educational background required for this position includes a Juris Doctor (JD), Bachelor of Laws (LLB), Master of Laws (LLM), or an equivalent law degree. Admission to the Bar in at least one jurisdiction is mandatory, and additional qualifications in relevant fields such as international law or anti-corruption are advantageous.
Experience: The position requires a minimum of five years of relevant experience. This experience may include judicial clerkship, work with international organizations, or positions in international law firms. Prior experience in supporting or advising judges or tribunals, particularly in the international context, is preferred. Candidates should have a strong background in legal analysis and policy development.
Languages: The mandatory language for this position is English, with a strong emphasis on excellent writing and oral communication skills. Proficiency in additional languages may be considered beneficial but is not explicitly required.
