Job Overview:
The Chief Counsel position at the World Bank involves providing legal advice and support within the Legal Vice Presidency, specifically focusing on environmental and social risk management. The role requires a deep understanding of environmental and social safeguards, climate change law, and international environmental and natural resources law. The Chief Counsel will be responsible for advising on the Bank's portfolio of projects that raise environmental and social safeguard policy issues, identifying high-risk projects, and coordinating responses to reviews by the World Bank Inspection Panel. This position is crucial for ensuring that the Bank's operations align with its environmental and social policies, and it involves collaboration with various internal and external stakeholders to promote sustainable development practices.

Duties and Responsibilities:
The Chief Counsel will lead the Environmental and International Law Practice Group (LEGEN) and will be accountable for managing the quality and compliance of legal services provided. Key responsibilities include serving as the principal legal adviser to various teams within the Bank, establishing and advising on the development and implementation of environmental and social policies, and assisting in building the capacity of Bank borrowers to navigate legal frameworks related to environmental and social issues. The Chief Counsel will also manage staff within LEGEN, oversee budget management, represent the practice group at public forums, and contribute to knowledge management initiatives. Additionally, the role involves fostering collaborative relationships with stakeholders and ensuring that the practice group remains informed about key developments in environmental and social law.

Required Qualifications:
Candidates must possess a law degree (JD, LLB, LLM, Ph.D., SJD, or equivalent) and be qualified to practice law in at least one jurisdiction. A minimum of 12 years of relevant post-qualification legal experience is required, with a strong background in environmental and social safeguards, climate change law, and international environmental law. Experience working in multiple world regions is highly desirable, along with a thorough understanding of the World Bank Group's policies and procedures. Candidates should demonstrate strong interpersonal skills, the ability to communicate effectively, and a proven track record of managing complex legal issues in a collaborative environment.

Educational Background:
The position requires a law degree from an accredited institution, with qualifications that allow for practice in at least one jurisdiction. Advanced degrees such as an LLM or Ph.D. are advantageous, particularly in areas related to environmental law, international law, or social justice.

Experience:
Candidates should have at least 12 years of post-qualification legal experience, with a focus on environmental and social law. Experience in operational roles within the World Bank or similar organizations is preferred, as is a demonstrated ability to achieve results in complex legal environments. Prior experience in managing legal teams and engaging with senior government officials and stakeholders is also beneficial.

Languages:
Fluency in English, both written and oral, is mandatory. Competency in additional languages such as French and/or Spanish is considered an advantage, enhancing the candidate's ability to engage with diverse stakeholders and clients.
