Job Overview: The Director and Chief Financial Management Officer (CFMO) plays a critical role within the Operations Policy and Country Services (OPCS) of the World Bank. This position is responsible for creating a policy environment that fosters operational excellence in Financial Management. The CFMO will provide overall leadership and guidance to the department, managing the unit’s budget, human resources, and work program delivery. The role requires close collaboration with Regional and Vertical teams, as well as frequent interactions with Senior Management, the Board, and Board Committees. The CFMO will oversee the Financial Management (FM) framework, ensuring consistency and quality assurance across Bank-financed operations. This position also involves reporting on FM arrangements to senior management and the Board, chairing various committees, and leading the Bank's representation in operational FM matters both internally and externally. The CFMO will also be responsible for talent management, knowledge management, and resource management within the department, ensuring compliance with internal controls and policies while delivering high-quality outputs.
Duties and Responsibilities: The Director and Chief Financial Management Officer is accountable for a wide range of responsibilities, including:
Creating and maintaining an appropriate policy environment for operational excellence in Financial Management.
Providing overall leadership, direction, and guidance to the department, including managing the unit’s budget and human resources.
Overseeing the Financial Management framework, ensuring consistency and quality assurance across Bank-financed operations.
Reporting on the status and progress of FM arrangements to senior management and the Board.
Chairing the Professional Accreditation and Standards Panel (PASP) for Financial Management and deciding on accreditation requirements.
Leading the Financial Management Operations Review Committee (FMORC) and making decisions on audit exceptions.
Representing the Bank in operational FM matters, collaborating with various stakeholders, and engaging in global partnerships.
Overseeing the design and maintenance of FM operational systems.
Leading corporate FM risk reviews and ensuring alignment with corporate approaches. 1
Modeling exemplary leadership values and managerial behavior, implementing talent management and diversity plans, and fostering a culture of learning and innovation.
Required Qualifications: Candidates must possess a PhD or Master’s degree in a relevant field, along with substantial professional experience, typically at least 15 years in progressively complex roles. A professional certification as a Chartered Public Accountant or Chartered Accountant is required. Candidates should have a proven track record of achieving high-impact results in multiple world regions, along with a strong professional reputation and integrity. Extensive knowledge of the World Bank Group, financial institutions, and relevant policies and programs is essential. Candidates should demonstrate strong strategic orientation, problem-solving skills, and the ability to implement complex change management initiatives. Exceptional operational and people management skills are also required, along with the ability to build diverse teams and provide effective performance feedback.
Educational Background: The educational background required for this position includes a PhD or Master’s degree in a relevant field. This advanced education is essential to ensure that the candidate possesses the necessary theoretical knowledge and analytical skills to perform at a high level within the organization.
Experience: Candidates should have substantial professional experience, typically at least 15 years, in positions of increasing complexity and responsibility.
