Job Overview:
The Area Support Manager will work closely with program teams in Bunia, overseeing support functions in the Area Office and deputizing for the Area Manager as needed. This role requires solid financial management and operational support skills. The Area Support Manager will ensure that project procurement plans are accurate and developed in a timely manner, monitor budgets to ensure they are spent on time and within quality standards, and maintain an up-to-date master budget for support teams. Additionally, the manager will collaborate with various stakeholders to ensure effective logistics and fleet management, compliance with NRC values, and the overall performance management of staff under their supervision. The position is critical in ensuring that NRC's operations run smoothly in a challenging environment.

Duties and Responsibilities:
The Area Support Manager will be responsible for a variety of duties including: working closely with the Area Manager and Area Programme Manager to ensure accurate project procurement plans; monitoring spending plans and budgets; ensuring timely and quality expenditure; collaborating with the Humanitarian, Access and Safety Officer and program staff to assess risks in transport, storage, and distribution; maintaining an accurate master budget; conducting local market analysis; establishing framework agreements for supplies and services; ensuring compliance with NRC's SOPs; managing financial, fleet, and warehouse reporting; developing local logistics strategies; managing trainees and daily workers; analyzing budget versus actual (BvA) reports; conducting periodic asset and warehouse checks; representing NRC in the Logistics Cluster; ensuring duty of care in facilities and vehicles; and overseeing performance management processes for support teams.

Required Qualifications:
Candidates must possess professional competencies including experience in management of operations, finance, logistics, or field coordination in a humanitarian context. A solid background in finance, audit, and compliance is essential, along with documented results related to the position's responsibilities. Candidates should demonstrate self-awareness and a willingness to adapt to changing working hours and practices in response to local security" style="border-bottom: 1px dotted #007bff !important;">security situations. Commitment to NRC's values and adherence to its rules and procedures are also required. Specific skills and knowledge such as prior experience in Eastern DRC or with NRC, and fluency in French and English are highly valued.
