Job Posting Organization: The United Nations Development System was restructured on January 1, 2019, under the leadership of the UN Secretary-General to enhance its effectiveness in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). The UN Resident Coordinator Offices (UN RCO) play a pivotal role in this reform, supporting countries in their development priorities and the attainment of the SDGs. The UN RCO operates under the guidance of an independent UN Resident Coordinator, who is the highest-ranking official of the UN Development System at the country level. The organization aims to align the UN's collective contributions with national development priorities and the SDGs, ensuring a cohesive approach to development assistance across various sectors and stakeholders.
Job Overview: The Partnerships and Development Finance Officer is a critical position within the UN Resident Coordinator's Office (RCO) in Kinshasa, Democratic Republic of Congo (DRC). This role is designed to advance the partnership, financing, and resource mobilization strategies of the UN system in DRC. The incumbent will work closely with UN agencies, government bodies, development partners, the private sector, and international financial institutions (IFIs) to foster collaboration and secure funding for development initiatives. The officer will support the development and implementation of the UNCT Partnership and Financing Strategy, ensuring alignment with the United Nations Sustainable Development Cooperation Framework (UNSDCF) and the Government's National Development Plan (PNSD). The position requires a proactive approach to identifying partnership opportunities, monitoring funding strategies, and contributing to the overall success of the UN's mission in the region.
Duties and Responsibilities: The incumbent will be responsible for a variety of duties, including:
Providing substantive support for strategic planning and coordination of UNCT partnerships, including the development and implementation of the UNCT Partnership and Financing Strategy.
Conducting mapping and analysis of partnership opportunities with bilateral and multilateral donors, IFIs, foundations, and the private sector, focusing on innovative financing and SDG investment.
Monitoring and assessing the partnership strategy, making necessary adjustments based on emerging opportunities and changes in the external environment.
Supporting the follow-up on UN Funding Compact indicators and ensuring accurate data collection and reporting.
Assisting the Resident Coordinator and UNCT in identifying risks and opportunities related to partnerships and suggesting mitigation measures.
Preparing inputs for due diligence processes of potential investment opportunities.
Contributing to dialogues with partners to enhance development assistance policies.
Participating in joint resource mobilization efforts for the UNSDCF, including developing and monitoring a comprehensive resource mobilization plan.
Supporting the design and coordination of multi-partner funding proposals and contributing to the production of marketing materials to raise awareness about UN partnership opportunities. 1
Engaging with external stakeholders on financing for SDG acceleration and contributing to the establishment of the country-based SDG Fund.
Required Qualifications: Candidates must possess an advanced university degree (Master's degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable. Candidates should demonstrate a strong understanding of sustainable development theories and concepts, as well as the ability to analyze data and make informed recommendations.
Educational Background: The educational requirements for this position include an advanced university degree (Master's degree or equivalent) in relevant fields such as business or public administration, sustainable development, social sciences, or education. A first-level university degree may be accepted in conjunction with additional qualifying experience. Candidates with training in data analytics or related fields are preferred, as this knowledge is crucial for the role's responsibilities.
Experience: A minimum of two years of progressively responsible experience in providing strategic support to partnerships, project/programme management, resource mobilization, or development finance is required. Experience in preparing project proposals and supporting Development Financing of SDGs is also necessary. Candidates with experience in developing and implementing partnership and financing mechanisms, as well as knowledge management for partnerships, will be given preference. Additionally, experience in data analytics or related areas is desirable.
Languages: The working languages of the United Nations Secretariat are English and French. For this position, proficiency in both languages is required, with a minimum level of proficiency as outlined in the UN Language Framework. Candidates must demonstrate their ability to read, write, listen, and speak in both English and French at the required levels.
