Job Overview: The Human Resources Officer will execute a series of HR tasks to support the precise implementation of WFP's policies and procedures, facilitating the effective functioning of a client-focused and strategically oriented HR service. The role is critical in ensuring that the HR services provided are consistent and effective, contributing to the overall mission of WFP to combat hunger and support vulnerable populations. The officer will work closely with various internal units and offices on HR-related matters, ensuring that all HR processes are adhered to and that staff members are well-informed about HR systems and procedures. This position requires a proactive approach to problem-solving and a commitment to maintaining high standards of confidentiality and data accuracy.
Duties and Responsibilities: The Human Resources Officer will be responsible for a variety of tasks, including:
Responding to general HR inquiries and following up on actions taken to ensure the consistency and effectiveness of HR services.
Providing on-the-job training and guidance to other staff members to enhance their understanding of HR systems and procedures.
Liaising with other internal units and offices regarding HR matters such as payroll and contracts, ensuring timely and accurate service delivery.
Utilizing HR information systems to input and update various HR data, assisting in tracking deadlines (e.g., contract expirations, evaluations) while ensuring compliance with established timelines and data accuracy.
Extracting and compiling HR data related to recruitment, selection, contractual conditions, entitlements, performance, and training needs to support analysis and reporting requirements.
Drafting various HR documents required for specific work areas (e.g., employment contracts, administrative correspondence, training-related documents) while ensuring accuracy and adherence to deadlines.
Providing administrative support in various HR activities as assigned by the HR professional, in accordance with relevant processes and procedures.
Maintaining confidential personnel records, HR databases, and archives to ensure proper storage and updating of data in line with established standards.
Performing any other tasks required to support the effective delivery of HR services and organizational objectives.
Required Qualifications: The position requires a minimum of a secondary school diploma, with any additional training or certification in Human Resources considered an asset. Candidates should possess five (5) years of relevant professional experience in the field of human resources, demonstrating a solid understanding of HR operations, training and development, payroll processing, policy interpretation, and talent acquisition. Knowledge of HR information systems such as WINGS, Workday, and PasPortNG is essential. Experience working in field assignments within humanitarian agencies, NGOs, or UN organizations is a significant advantage. Candidates must also demonstrate strong communication skills and the ability to adapt instructions to suit less experienced staff members.
Educational Background: A minimum of a secondary school diploma is required for this position. Any additional training or certification in Human Resources will be considered a valuable asset, enhancing the candidate's qualifications for the role.
Experience: Candidates must have a minimum of five (5) years of relevant professional experience in human resources management. This experience should include specific activities related to HR operations, such as payroll management, recruitment processes, and employee onboarding. Experience in diverse humanitarian contexts and the ability to navigate various strategic priorities are also essential.
Languages: Fluency in French (level C) is mandatory, both spoken and written. Knowledge of English is considered an asset, enhancing communication capabilities within the organization and with international partners.
