Job Overview:
The Nutrition Surveillance Program Manager will work under the supervision of the Deputy Country Director - Programs, responsible for developing and implementing the nutritional surveillance strategy for the mission in the Democratic Republic of the Congo (DRC). This role involves coordinating and providing technical support for the implementation and monitoring of quality nutritional assessments, including SMART, Rapid SMART, SQUEAC, and other evaluations as needed. The manager will also analyze nutritional data and strengthen local capacities, collaborating closely with PRONANUT, SNSAP, and local partners. The position requires a proactive approach to ensure effective program delivery and adherence to ACF's standards and methodologies, ultimately contributing to the organization's mission of combating hunger and improving nutritional outcomes in vulnerable populations.

Duties and Responsibilities:
  • Develop and implement ACF's nutritional surveillance strategy in coordination with the nutrition and health department.
  • Plan and conduct SMART-SMART Rapid surveys or other nutritional assessments in partnership with nutrition/health partners and PRONANUT.
  • Strengthen the surveillance expertise of PRONANUT.
  • Contribute to the revitalization of SNSAP.
  • Manage the surveillance program team, directly overseeing 3 SMART Program Managers and indirectly supervising 4 facilitators and 3 supervisors.
  • Ensure the quality and accuracy of nutritional data collected and analyzed.
  • Provide training and capacity-building support to local partners and stakeholders involved in nutritional surveillance.
  • Collaborate with government entities and other stakeholders to align efforts and share findings.
  • Prepare reports and documentation related to nutritional assessments and program outcomes. 1
  • Participate in coordination meetings and represent ACF in relevant forums.

Required Qualifications:
Candidates must possess a medical, paramedical, or similar background, with at least 5 years of professional experience in NGOs within the nutrition and/or health sector. This includes a minimum of 2 years specifically in nutritional surveillance (SMART, SQUEAC, KAP, and other assessments) and MEAL with an international NGO. Proficiency in EPI and ENA software for SMART assessments, as well as relevant computer software, is essential. A solid understanding of project management and the mechanisms of Nutrition Clusters is required, as the role involves close collaboration with government and partners. Strong management skills and the ability to facilitate workshops are necessary, along with excellent written and oral communication skills in French. A good understanding of donor requirements and the humanitarian context in the Democratic Republic of the Congo is also crucial.

Educational Background:
A relevant educational background in medical, paramedical, or related fields is required for this position. Candidates should have formal training that equips them with the necessary knowledge and skills to effectively manage nutritional surveillance programs and assessments.

Experience:
The position requires a minimum of 5 years of professional experience in the NGO sector, specifically in nutrition and health. Candidates should have at least 2 years of experience in nutritional surveillance, demonstrating a strong understanding of methodologies and practices in this area. Experience working with international NGOs is highly preferred, as it indicates familiarity with global standards and practices in humanitarian work.

Languages:
Fluency in French is mandatory, with strong written and oral communication skills. Knowledge of additional languages may be considered an asset, particularly if they are relevant to the local context or the populations served by ACF.

The position is offered on a fixed-term contract under French law for a duration of 4 months, ending on 31/03/202
  • The gross monthly salary ranges from 2597 to 2968 euros, depending on experience, and includes a 13th-month payment. Non-French citizens will receive a retirement insurance reimbursement of 16% of their gross monthly salary. There is a 6% increase in the base salary every 12 months of continuous contract. Monthly per diem and living expenses amount to $1032 net, paid on the ground, along with a monthly contextual allowance of 300 euros. An annual child allowance of 1500 euros per child is provided, with a maximum of 6000 euros per year. Transportation and accommodation are covered, with collective housing arrangements. Medical coverage includes 100% reimbursement of health contributions and repatriation insurance, as well as medical expenses for up to one month after the contract ends. Salary maintenance provisions are in place for illness, maternity, and paternity. Employees are entitled to 25 days of annual leave and 20 rest and recuperation days, with travel expenses covered for breaks. Professional development support and unlimited access to the Talentsoft e-learning platform are also provided. Field travel will occur across all provinces of intervention, including Nord-Kivu, Ituri, Sud-Kivu, Maniema, and Mai-Ndombe.
