Job Overview:
The logistics-officer" style="border-bottom: 1px dotted #007bff !important;">Logistics Officer (Fund Management & Commodity Accounting) plays a crucial role in providing strategic and technical support to logistics funds management and commodity tracking operations. This position is essential for enabling WFP’s programmatic delivery in the Democratic Republic of Congo. The officer will lead the Funds Monitoring and Commodity Accounting team, ensuring that field support requests are adequately addressed during budget planning and the implementation of the Country Strategic Plan (CSP). The role requires a proactive approach to ensure continuity of operations, mitigate risks related to budget deficits or surpluses, and ensure compliance with International Public Sector Accounting Standards (IPSAS). The officer will also be responsible for preparing cash forecasts, monitoring fund consumption, and ensuring accurate tracking of funds during project closures. This position demands a high level of collaboration with various units within WFP to ensure effective use of resources and adherence to corporate standards.

Duties and Responsibilities:
The Logistics Officer will have a comprehensive set of responsibilities, including but not limited to: leading the Funds Monitoring and Commodity Accounting team; ensuring adequate response to field support requests; conducting budget planning and monitoring to ensure full cost recovery; reviewing supply chain funds monitoring controls and performance reports; ensuring compliance with IPSAS through monitoring of logistics Purchase Orders; supervising the recording of commitments in WINGS; preparing cash forecasts; contributing to project document preparation and funding proposals; ensuring accurate funds tracking during project closure; providing oversight on commodity accounting operational matters; assisting in training staff on Commodity Accounting; maintaining data quality and integrity; ensuring compliance with corporate guidelines; conducting monthly physical inventories; and guiding country offices with backlog data analysis. The officer will also be expected to travel occasionally for oversight and compliance missions, ensuring that all transactions are performed according to standard business processes and corporate guidelines.

Required Qualifications:
Candidates must possess an advanced university degree in Procurement, Supply Chain, Business Administration, or Social Science, along with certification in procurement. Alternatively, a first university degree with additional years of relevant work experience and/or training may be acceptable. The ideal candidate should have a minimum of three years of progressive working experience in Procurement or Supply Chain Management, particularly within the development or humanitarian sector. Experience in communicating and coordinating with UN agencies or large international organizations is essential, as is familiarity with food commodity markets and related market intelligence.

Educational Background:
The educational requirements for this position include an advanced university degree in a relevant field such as Procurement, Supply Chain, Business Administration, or Social Science. Candidates with a first university degree may also qualify if they have additional years of related work experience and/or training. Certification in procurement is highly desirable, as it demonstrates a commitment to professional development in this area.

Experience:
The position requires a minimum of three years of relevant and progressive working experience in the field of Procurement or Supply Chain Management, particularly in the development or humanitarian sector. Candidates should have experience in communicating and coordinating with UN agencies or large international organizations, as well as familiarity with food commodity markets and the necessary goods and services to support WFP’s operations. This experience is crucial for understanding the complexities of logistics and supply chain management in a humanitarian context.

Languages:
Fluency in English (level C) is mandatory, along with intermediate proficiency in French (level B). These language skills are essential for effective communication within the organization and with external stakeholders, particularly in a multilingual environment such as WFP.

This position is a fixed-term contract at the NO-B level, based in Kinshasa, Democratic Republic of the Congo, with a duration of one year, renewable based on performance and organizational needs.
