Job Overview: The Senior Business Developer will work under the supervision of the Technical Head of Program and in collaboration with the Program Director, Area Managers, and technical specialists. This role is crucial for strengthening the program by designing, implementing, and controlling the fundraising strategy for the assigned program. The Senior Business Developer will identify funding opportunities and lead the process of developing concept notes and project proposals for submission to donors, including public institutions, foundations, and the private sector. A significant focus will be on developing strong collaboration with the private sector. The position requires strategic positioning and planning, relationship management, project proposal development, capacity building, and support for nationalization of the role.
Duties and Responsibilities:
Strategic Positioning and Planning: Monitor national/regional donor strategies and priorities to identify opportunities for proposals and tenders. Participate in the development and monitoring of the operational strategy, focusing on the fundraising action plan and internal project documents. Update the mapping of humanitarian and development actors in the country/region to track trends and remain competitive. Analyze fundraising trends and inform the program about conversion rates, project coverage, duration, and amounts obtained. Coordinate with other programs/countries to gather and promote best practices and facilitate dialogue with donors for prospecting/replication of activities.
Relationship Management: Collaborate with the program director and technical unit to enhance HI's attractiveness and influence by developing key relationships with relevant decision-makers in national and local organizations, donors, and major international organizations. Develop active and quality working relationships with donors and strategic partners in the country to identify potential consortiums/private sector/foundations. Participate in platforms and meetings to increase HI's visibility and gather information on funding opportunities. Develop communication documents in collaboration with the Grant Officer, such as project sheets and donor sheets, and create new tools. Implement a CRM policy and ensure it is updated as necessary.
Project Proposal Development: Coordinate the development of proposals by distributing tasks among key individuals involved in project writing for submission to donors, following HI's proposal writing process and tools. Proactively coordinate the participation and input of all relevant technical advisors (headquarters and mission staff) in the development of all proposals. For consortiums, ensure coordination and communication, managing stakeholder contributions during project development. Review the final project proposal/concept note before submission to ensure compliance with donor guidelines and expectations, coherence between budget and technical description, and overall quality. Assist the Grant Officer in writing institutional activity reports.
Capacity Building and Support for Nationalization: Develop training modules on proposal writing and project cycle management for all program staff and local partners. Provide training on donor rules, procedures, and strategies to all program staff involved in proposal writing. Ultimately identify a strong national profile and establish an ad hoc support plan.
Required Qualifications: Candidates must hold a degree in humanitarian studies and/or development. A minimum of 5 years of experience in developing humanitarian projects and donor relations is required, including experience in developing consortiums. Proven experience in working relationships with the private sector is essential. Candidates should demonstrate proficiency in proposal development, including logical frameworks, theory of change, budgeting, and narrative writing. Leadership skills in multicultural and multisectoral teams are necessary, along with pragmatism, diplomacy, and resilience under stress. Ethical values and a constructive critical mindset are also required.
Educational Background: A degree in humanitarian studies and/or development is mandatory for this position, ensuring that candidates have the necessary theoretical and practical knowledge to effectively contribute to the organization's mission and objectives.
Experience: Candidates should have a minimum of 5 years of relevant experience in humanitarian project development and donor relations. This experience should include a proven track record of working with the private sector and developing consortiums, demonstrating the ability to navigate complex funding landscapes and build effective partnerships.
Languages: Fluency in French is mandatory, given the operational context in the Democratic Republic of the Congo. Proficiency in English is considered a valuable asset, enhancing communication with international stakeholders and donors.

The contract includes social coverage tailored to individual needs, with specific provisions for health and personal circumstances. The salary starts at €2,757 gross per month, with additional allowances such as a per diem of €975 net per month for Kinshasa or €572 net per month for Goma, hardship allowances, and paid leave of 25 days per year. The position is non-accompanied, with coverage for transport, visas, and personal effects, and an allowance for children if applicable. Housing is provided individually by HI.
