Job Overview:
The Budget and Programming Officer position at WFP is crucial for delivering budget and resource analysis and programming activities. This role involves supporting the implementation of plans and policies by coordinating budget and programming activities in compliance with WFP strategies. The officer will be responsible for reviewing budgets for accuracy and completeness, preparing funding proposals, and analyzing closure activities. The position requires a proactive approach to advising spending units on fund utilization and ensuring compliance with donor conditions. The officer will also supervise a small team, providing guidance and training to enhance operational support. This role is essential for ensuring that WFP can effectively manage its resources and achieve its zero hunger goals, making it a vital part of the organization's mission.

Duties and Responsibilities:
The duties and responsibilities of the Budget and Programming Officer include:
  • Contributing to the implementation of budget plans and policies by setting clear goals and coordinating budget activities.
  • Reviewing budgets for accuracy, appropriateness, and completeness, providing feedback to stakeholders.
  • Ensuring all budget-supporting documents are available and addressing comments before recording resource data in internal systems.
  • Supporting the preparation of funding proposals through donor trend analysis and proposing fund prioritization options.
  • Analyzing closure activities to ensure timely resource transfers and activity management.
  • Advising spending units on fund programming and utilization, proposing corrective actions as necessary.
  • Monitoring fund sub allotments to ensure timely commitments.
  • Coordinating inputs for the Resource Management Committee to prioritize resources against budget implementation plans.
  • Contributing to the preparation of reports for donors and stakeholders. 1

  • Implementing improvements in systems and processes for better budget management. 1
  • Representing the unit in internal meetings and contributing to emergency preparedness practices.

Required Qualifications:
The required qualifications for the Budget and Programming Officer position include:
  • An advanced university degree in Business Administration, Statistics, Finance, Economics, or a related field.
  • Alternatively, a first university degree with additional years of relevant work experience and/or training.
  • Additional professional training in project management, statistical analysis, or operational planning is desirable.
  • Strong analytical skills and resourcefulness, with the ability to devise solutions to operational issues.
  • A good understanding of information and financial systems that support operational implementation.
  • Experience in multisource data analysis, performance reporting, and budget planning.

Educational Background:
Candidates must possess an advanced university degree in a relevant field such as Business Administration, Statistics, Finance, or Economics. Alternatively, a first university degree combined with additional years of related work experience and/or training may be acceptable. Additional professional training in areas such as project management or operational planning is considered an asset.

Experience:
Candidates should have at least three years of postgraduate professional experience in a relevant field, such as data analysis, performance reporting, budget planning, or project management. Experience in working with large datasets and a demonstrated understanding of operational planning and business processes are essential for success in this role.

Languages:
Fluency in French (level C) is mandatory, as it is the primary working language of WFP in the region. Intermediate knowledge of English (level B) is also required, as it is a working language of the organization and may be necessary for collaboration with international teams.
