Job Overview: The Human Resources Officer (Projects) position is integral to the UN's mission of advancing sustainable development through effective human resource management. The officer will contribute to the design and implementation of HR-related projects and initiatives, ensuring that the UN's workforce planning strategy aligns with its evolving needs. This role involves monitoring and ensuring compliance with HR policies and practices, preparing reports, and leading special HR projects. The officer will also be responsible for recruitment and placement, advising staff on their rights and responsibilities, and managing complex HR issues. The position requires a proactive approach to workforce planning, data analysis, and the ability to advocate for policy changes that enhance the organization's HR capabilities.
Duties and Responsibilities: The Human Resources Officer (Projects) will be responsible for a wide range of duties, including:
Contributing to the design and implementation of HR-related projects and initiatives.
Developing and implementing the DCO Work Force Planning strategy.
Monitoring and ensuring the implementation of HR policies, practices, and procedures.
Preparing reports and leading special HR projects.
Planning, organizing, managing, and supervising the work of the HR project team.
Reviewing and advising on exceptions to policies, regulations, and rules.
Assisting in resolving complex HR-related issues through research and documentation.
Advocating for policy changes and preparing position papers on workforce planning issues.
Collecting and analyzing data to identify trends and provide insights for decision-making. 1
Monitoring vacant posts and ensuring adherence to policies in filling these positions. 1
Preparing job offers and participating in task forces to formulate policies and guidelines. 1
Advising staff on rights, responsibilities, and code of conduct. 1
Monitoring staff welfare and proposing appropriate programs. 1
Acting on disciplinary matters and mediating conflicts. 1
Supervising junior HR officers in their activities.
Required Qualifications: Candidates must possess an advanced university degree (Master's degree or equivalent) in human resources management, business administration, public administration, social sciences, education, law, or a related field. A first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. Certification in data science is desirable, indicating a strong foundation in data analysis and interpretation.
Educational Background: An advanced university degree (Master's degree or equivalent) in a relevant field is required for this position. Candidates with a first-level university degree and additional qualifying work experience may also be considered. The educational background should ideally include coursework or training in human resources management, business administration, or related disciplines that equip the candidate with the necessary skills for effective HR management.
Experience: A minimum of seven (7) years of progressively responsible experience in administration, human resources, or a related field is required. Candidates should have experience implementing change management initiatives within HR contexts, analyzing data, and developing models to identify trends. Experience in talent management areas such as workforce planning, diversity, performance management, and employee experience is essential. Additionally, experience managing complex restructuring processes is desirable, indicating the ability to navigate organizational changes effectively.
Languages: English is the mandatory working language for this position, with a required proficiency level of UN Level II in reading, writing, listening, and speaking. French is considered a desirable language, also requiring a proficiency level of UN Level II. Proficiency in both languages will enhance communication and collaboration within the UN Secretariat, which operates in a bilingual environment.
Additional Notes: This position is temporarily available for a duration of 6 months, with the possibility of extension based on funding availability. The appointment may be subject to specific conditions, including the necessity for staff members to periodically move to new functions in their careers.
