Job Overview: The Regional Peace, Recovery and Solutions Officer plays a crucial role in coordinating and supporting the implementation of institutional policies and programmatic approaches from Headquarters (HQ) across Country Offices (COs) in the region. This position involves providing oversight, quality control, and thematic expertise to ensure consistent, cohesive, and quality evidence-based programming. The officer will work under the direct supervision of the Regional Thematic Specialist (Humanitarian Response and Recovery) and will contribute to thought leadership on saving lives, protecting individuals on the move, and driving solutions to displacement. The role also includes fostering knowledge sharing, encouraging policy and research development, and supporting cross-thematic collaboration internally and externally. The officer will be responsible for advocating and providing policy recommendations regarding Peace and Recovery to regional entities, Member States, and relevant migration forums.
Duties and Responsibilities:
Coordinate capacity building of COs in the region through training and expert thematic guidance in line with the Peace, Recovery, and Solutions Division.
Participate in regional meetings and develop country-specific or regional initiatives in collaboration with relevant COs and Regional Thematic Units (RTUs).
Coordinate knowledge management efforts, including the collection of information and best practices from COs for regional reporting.
Review, endorse, and monitor project proposals developed by COs in the region.
Lead on the mainstreaming of best practices and risk management, ensuring compliance with human rights due diligence processes.
Ensure COs comply with minimum programming standards, particularly for high-risk programming.
Monitor and assess PRD-related contextual developments and trends in the region.
Provide technical expertise to COs on complex situations, including travel as needed. 1
Facilitate coordination and operational planning relevant to PRD in the region. 1
Support the development of regional, multi-country, and cross-border programs relevant to the Peace, Recovery, and Solutions Division. 1
Coordinate resource mobilization efforts in the region. 1
Develop regional thematic guidance notes and policy documents in coordination with COs and RTUs. 1
Maintain partnerships with governments, UN, NGOs, and other relevant entities. 1
Promote a data-driven approach to IOM programming in the region. 1
Undertake travel to COs to advise on PRD-related activities. 1
Support the integration of cross-cutting priorities in CO programming. 1
Ensure the continued functioning of the RO Humanitarian Response and Recovery Unit in the absence of the Regional Thematic Specialist. 1
Perform any other duties as assigned.
Required Qualifications: Master’s degree in International Relations, Political Science, Social Science, or a related field with at least five years of relevant professional experience; or a University degree in the above fields with at least seven years of relevant professional experience. Accredited Universities are those listed in the UNESCO World Higher Education Database. Candidates must demonstrate experience in peace and recovery, project development and management, thematic capacity building, and liaison. Experience working in non-OECD countries managing peace and recovery projects is essential, along with experience in advocacy and resource mobilization with governmental and diplomatic officials.
Educational Background: Candidates must possess a Master’s degree in International Relations, Political Science, Social Science, or a related field from an accredited academic institution. Alternatively, a University degree in the aforementioned fields with a minimum of seven years of relevant professional experience is acceptable. The educational qualifications must be from accredited institutions recognized by the UNESCO World Higher Education Database.
Experience: The position requires demonstrated experience in peace and recovery, project development and management, and thematic capacity building. Candidates should have experience working in non-OECD countries managing peace and recovery projects, as well as experience in advocacy and resource mobilization with governmental and diplomatic officials. Experience in international, inter-governmental, or non-governmental organizations, including the United Nations, is also necessary, along with experience in designing and implementing capacity building initiatives related to peace and recovery.
Languages: Fluency in English is required for this position, both oral and written. Working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Proficiency in required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is a fixed-term contract for one year with the possibility of extension. It is classified at the P-3 grade level and is a professional recruitment type. Internationally recruited professional staff are required to be mobile. The selection process may be used to staff similar positions in various duty stations. Candidates must be medically fit for appointment and meet any residency or visa requirements.
