Job Overview:
The Investment Officer position is a critical role within the Europe Infrastructure unit of the IFC, which is responsible for developing, advising, structuring, and investing in infrastructure projects across various sectors, including power, transportation, telecom, technology, urban infrastructure, and utilities. The selected candidate will be instrumental in expanding IFC's business footprint in the EU4 countries, specifically Poland, Romania, Bulgaria, and Croatia. This role involves working across the full IFC business cycle, including origination, execution, and asset management, with a strong emphasis on early-stage investing and co-development. The Investment Officer will be expected to engage with both public and private sector partners to foster innovative technologies and business models, thereby mobilizing commercial investors for impactful transactions.

Duties and Responsibilities:
The Investment Officer will have a diverse set of responsibilities, including but not limited to: collaborating with Infrastructure Leads to advance regional infrastructure business development activities; developing and leading pre-investment initiatives aimed at converting to investments; building and maintaining strong relationships with clients, private businesses, banking and multilateral partners, and government officials; creating investment opportunities through policy reforms and public investments in coordination with the World Bank; leading internal processing of new business transactions and advisory initiatives; negotiating and documenting pre-investment and investment projects; disseminating knowledge and best practices across regional and global teams; and employing deep sector knowledge to assess business leads and anticipate market trends.

Required Qualifications:
Candidates must possess a Master's degree or equivalent professional qualification in Business, Finance, Economics, or a relevant field. They should have at least 8 years of relevant experience in infrastructure project investment and financing activities across one or more infrastructure sub-sectors. The ability to interact independently with clients, financial and technical partners, and senior government officials is essential. A genuine commitment to the development mission of the World Bank Group and IFC is required, along with strong business development and client relationship skills. Candidates should demonstrate a proven ability to convert early business leads into investment mandates and possess a capacity for innovation and challenging the status quo.

Educational Background:
A Master's degree or equivalent professional qualification in Business, Finance, Economics, or a related field is required for this position. This educational background is crucial for understanding the complexities of infrastructure investment and financing activities.

Experience:
The position requires a minimum of 8 years of relevant experience in infrastructure project investment and financing activities. Candidates should have a strong track record in sourcing, negotiating, structuring, and closing investments in infrastructure sectors, as well as experience engaging with local and national governments and other stakeholders to encourage innovation and market development.

Languages:
Fluency in English is mandatory for this position, as strong written and verbal communication skills are essential. Knowledge of other regional languages is considered a plus, enhancing the candidate's ability to engage with diverse stakeholders across the region.

The position is a full-time role with a term duration of 3 years. It involves international recruitment, and the selected candidate may be based in Bucharest, Warsaw, or Belgrade.
