Job Overview:
The National Consultant will be responsible for conducting a comprehensive study on the Chillers Servicing Sector in Malaysia. This study aims to support the phase-out of Hydrochlorofluorocarbons (HCFCs) in alignment with the Montreal Protocol, which is an international treaty designed to protect the ozone layer by phasing out the production and consumption of substances that deplete it. The consultant will analyze the current state of the chillers servicing sector, identify challenges and opportunities, and provide recommendations for sustainable practices. The position requires a thorough understanding of environmental policies, technical knowledge of refrigeration systems, and the ability to engage with various stakeholders in the industry. The assignment is expected to last for nine months, with a maximum of 120 working days, and may be extended based on project needs.

Duties and Responsibilities:
The consultant will be tasked with the following duties and responsibilities:
  • Conduct a detailed assessment of the current chillers servicing sector in Malaysia, including market analysis, stakeholder mapping, and identification of key players.
  • Evaluate the existing practices in the servicing of chillers and their compliance with environmental regulations, particularly concerning HCFCs.
  • Engage with industry stakeholders, including service providers, manufacturers, and regulatory bodies, to gather insights and data for the study.
  • Analyze the barriers to the phase-out of HCFCs and propose actionable recommendations to overcome these challenges.
  • Prepare a comprehensive report detailing the findings of the study, including recommendations for policy and practice improvements.
  • Present the findings to relevant stakeholders and contribute to discussions on the future of the chillers servicing sector in Malaysia.
  • Ensure that all work is completed in accordance with UNDP's standards and guidelines.

Required Qualifications:
The ideal candidate should possess the following qualifications:
  • A strong background in environmental science, engineering, or a related field.
  • Proven experience in conducting research or assessments in the refrigeration and air conditioning sector.
  • Familiarity with international environmental agreements, particularly the Montreal Protocol.
  • Excellent analytical and problem-solving skills, with the ability to synthesize complex information into clear recommendations.
  • Strong communication skills, both written and verbal, with the ability to engage effectively with diverse stakeholders.

Educational Background:
A minimum of a Master's degree in Environmental Science, Engineering, or a related field is required. Additional certifications or training in refrigeration and air conditioning systems, as well as environmental policy, will be considered an asset.

Experience:
Candidates should have at least 5 years of relevant professional experience in environmental consulting, research, or a related field. Experience working with international organizations or government agencies on environmental projects will be highly regarded.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in Malay or other local languages will be considered an advantage, as it may facilitate communication with local stakeholders.

Additional Notes:
This position is classified as an individual contractor role, and the contract duration is for nine months, with the possibility of extension based on project requirements. The consultant is expected to work full-time, dedicating up to 120 working days to the assignment. The position is based in Malaysia, and candidates should be prepared to engage with local stakeholders and travel as necessary for the study. Compensation will be commensurate with experience and in line with UNDP's remuneration policies.
