Job Overview: The HR Associate position at UNICEF involves providing administrative, procedural, and operational support to the Human Resources functions within the office. The role requires close supervision and guidance from the HR Officer, focusing on the efficient implementation of HR processes for all staff categories. The HR Associate will support business partnering initiatives aimed at enhancing employee well-being and recognition, manage change processes, and assist in the use of HR systems. The position also entails processing entitlements and benefits, maintaining personnel records, and supporting recruitment and placement activities. The HR Associate will participate in job classification and organization design, analyze staffing trends, and contribute to learning and capacity development initiatives within the office. This role is crucial for ensuring compliance with UNICEF HR rules and regulations while fostering a supportive work environment for all employees.
Duties and Responsibilities:
Support business partnering by developing initiatives for employee well-being and recognition schemes.
Advise on HR process changes and assist clientele in using HR systems.
Analyze and compile data on HR cases to ensure compliance with UN and UNICEF regulations.
Process personnel actions and maintain accurate personnel records.
Prepare and circulate job advertisements, liaise with candidates, and manage recruitment processes.
Participate in job classification reviews and draft job descriptions.
Monitor recruitment lifecycle and provide updates to supervisors.
Compile and analyze staffing data for reports and workforce planning.
Required Qualifications:
Completion of secondary education, preferably supplemented by technical or university courses related to Human Resources and/or Organizational Psychology.
A bachelor’s degree in a relevant field is considered an asset and may replace three years of related work experience.
A master’s degree may replace an additional two years of experience.
Extensive knowledge of HR principles, rules, regulations, and procedures within the UN.
Proficiency in standard office software and HR systems.
Strong organizational skills and ability to meet deadlines.
Excellent interpersonal and communication skills, with a focus on confidentiality and discretion.
Educational Background: The position requires completion of secondary education, with a preference for additional technical or university courses in Human Resources or Organizational Psychology. A bachelor’s degree in a relevant field is advantageous and can substitute for work experience, while a master’s degree can further reduce the required experience by two years.
Experience: Candidates must have a minimum of 6 years of progressively responsible work experience in the Human Resources domain. Relevant experience within the UN System is considered an asset. A bachelor’s degree in a related field can substitute for three years of experience, and a master’s degree can replace an additional two years.
Languages: Fluency in English is mandatory. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is an asset. Familiarity with local languages such as Quechua or Aymara is also considered beneficial.
Additional Notes: The contract type is a Fixed Term Appointment for a period of one year. The position is based in Lima, Peru, and is classified at the GS-6 level.
