Job Overview: The EpiC Tajikistan Strategic Information (SI) Officer will play a crucial role in the implementation of the EpiC project, which aims to achieve HIV epidemic control among at-risk populations in Tajikistan. This position involves preparing data visualizations, dashboards, and analyses for various reports to inform program decisions and improvements. The officer will compile, analyze, and submit project performance data to local authorities and partners, ensuring that all data is accurate and up-to-date. The role also includes capacity building for local implementing partners on data collection and analysis, as well as supporting coordination and communication with EpiC leadership and local partners regarding project indicators and progress. The SI Officer will contribute to the design and improvement of SI systems and tools, ensuring alignment with regional and global strategies, and will conduct data quality assurance activities to maintain high standards of data management.
Duties and Responsibilities: The duties and responsibilities of the EpiC Tajikistan Strategic Information (SI) Officer include:
Preparing data visualizations, dashboards, and analyses for weekly, monthly, and annual reports to inform program decisions and improvements.
Compiling, analyzing, and submitting project performance and indicators data with disaggregation to sub-national units, community-based organization partners, sites, and individuals.
Maintaining and updating data in relevant databases, routinely verifying and validating entries, and coordinating corrections with partners as needed.
Participating in the implementation of DHIS2 and other tracker systems in Tajikistan.
Building capacity for local implementing partners on data collection and analysis topics.
Supporting coordination and communication with EpiC leadership and local partners on project indicators and progress against targets.
Facilitating and leading data analysis at the community level to identify gaps and propose program decisions.
Contributing to the design and improvement of SI systems and tools for health programs at various levels.
Conducting data quality assurance activities to ensure compliance with FHI 360 and DoS standards. 1
Participating in Bid Review Committees as assigned. 1

Required Qualifications: The minimum qualifications for the EpiC Tajikistan Strategic Information (SI) Officer position include:
A Bachelor’s degree in monitoring and evaluation, data analysis, international development, public health policy, or a related field; a Master’s degree is preferred.
A minimum of 2-5 years of relevant professional experience, with a preference for candidates with experience in maternal and child health and nutrition.
Advanced skills in MS Excel and data visualization tools such as Power BI, along with strong presentation skills.
Demonstrated experience in managing high-volume workflows independently and responding effectively to partners and donors.
Ability to establish and maintain productive working relationships with a wide network of partners and stakeholders.
Sensitivity to cultural differences and understanding of political and ethical issues.
Ability to work collaboratively with others and maintain compatibility among project partners and stakeholders.
Educational Background: Candidates for the EpiC Tajikistan Strategic Information (SI) Officer position should possess a Bachelor’s degree in a relevant field such as monitoring and evaluation, data analysis, international development, or public health policy. A Master’s degree in a related area is preferred, indicating a higher level of expertise and understanding of the complexities involved in health program management and evaluation.
Experience: The position requires a minimum of 2-5 years of relevant professional experience. Candidates with experience in maternal and child health (MNCH) and nutrition will be given preference. The ideal candidate should have a proven track record of working independently, managing high volumes of work, and effectively responding to the needs of partners and donors.
Languages: Fluency in English, Tajik, and Russian is required for this position. Proficiency in these languages is essential for effective communication with local partners, stakeholders, and project beneficiaries, as well as for the preparation of reports and data analysis.
