Job Overview:
The Operations Associate position at UNICEF involves executing a wide range of procedural and specialized complex administrative tasks that require in-depth knowledge of UNICEF's administrative procedures, processes, and policies. The role is supervised by the Operations Manager and includes responsibilities such as fleet management, supervision of drivers, and maintaining effective working relationships with stakeholders, including other agencies and local authorities. The Operations Associate will play a crucial role in budget monitoring, project management, procurement, communication, and logistics, ensuring that operations run smoothly and efficiently. This position is vital for supporting the overall mission of UNICEF by ensuring that administrative functions are executed effectively, thereby allowing the organization to focus on its core mission of serving children and families in need.

Duties and Responsibilities:
The Operations Associate will be responsible for a variety of key functions, including:
  • Budget Monitoring: Implementing management tools to optimize operating costs, ensuring compliance with UNICEF rules, and preparing records for budget monitoring.
  • Administration and Project Management: Providing timely and accurate information for work plans, conducting research, and monitoring project implementation.
  • Procurement: Guiding managers through the procurement process, maintaining vendor lists, and facilitating contracts for consultants.
  • Communications and Workflow: Managing correspondence, maintaining filing systems, and ensuring that organizational communications are efficient.
  • Calendar and Meetings Management: Organizing meetings, taking minutes, and maintaining the office calendar.
  • Events and Logistics: Supporting capacity development activities and conferences by managing logistical arrangements.
  • Travel Assistance: Providing travel support to staff, ensuring compliance with organizational policies, and maintaining travel records.
  • Invoice Processing: Collecting and processing invoices in the organization's system.
  • Supplies and Equipment Management: Overseeing administrative supplies and office equipment, preparing supply plans, and monitoring usage. 1
  • Attendance Monitoring: Maintaining a system to track attendance of supervisees.

Required Qualifications:
To qualify for the Operations Associate position, candidates must have completed secondary education, with professional or university courses related to the field being highly desirable. Additionally, candidates should possess a minimum of six years of progressively responsible administrative or clerical work experience. Fluency in French and Arabic is required, while a good working knowledge of English is considered an asset. Candidates with a bachelor's degree in a relevant field may have three years of related work experience waived, and a master's degree may waive an additional two years of experience.

Educational Background:
The educational background required for this position includes the completion of secondary education as a minimum requirement. Candidates with professional and/or university courses related to administrative work are highly desirable. A bachelor's degree from a recognized institution can substitute for three years of work experience, while a master's degree can substitute for an additional two years of experience.

Experience:
Candidates must have a minimum of six years of progressively responsible experience in administrative or clerical roles. This experience should demonstrate the ability to handle complex administrative tasks and support organizational operations effectively. Experience in a similar role within an international organization or a non-profit sector is advantageous.

Languages:
Fluency in French and Arabic is mandatory for this position, as these are the primary languages used in the workplace. A good working knowledge of English is considered an asset, as it may facilitate communication with international stakeholders and enhance the candidate's effectiveness in the role.
