Job Overview: The National Consultant for Climate Risk Integration will play a crucial role in supporting the Government of Morocco in integrating climate risk considerations into national investment and financing frameworks. This position involves contributing to a national diagnostic study, facilitating stakeholder consultations, and supporting the pilot application of a climate risk assessment methodology with the Mohammed VI Fund for Investment (FM6I). The consultant will work closely with an international consultant recruited by UNEP to ensure coherence and alignment with national policy frameworks, as well as effective stakeholder engagement. The outcomes of this consultancy will serve as a foundation for scaling the approach across other Moroccan financial institutions, thereby reinforcing national capacities for green and climate-resilient finance. The consultant's work will directly contribute to the implementation of the PAGE initiative in Morocco, which aims to support countries in integrating sustainability into their economic policies and practices, promoting inclusive growth, and enhancing resilience to climate change.
Duties and Responsibilities: The specific tasks, duties, and responsibilities of the National Consultant include:
Collecting data, national documents, and other relevant materials necessary for the preparation of the diagnostic study.
Conducting a diagnostic study of FM6I's current climate practices to identify strengths and areas for improvement.
Preparing a review of good practices and lessons learned from other relevant Moroccan financial institutions, taking into account the specificities of the Moroccan context for developing an ESG strategy that integrates climate risks.
Reviewing the draft diagnostic study and international best practices prepared by the international consultant, providing substantial contributions through modifications and comments.
Reviewing the draft methodology for the systematic assessment and management of climate risks prepared by the international consultant, offering substantial contributions through modifications and comments.
Facilitating the organization of monthly meetings with UNEP and PAGE Morocco to discuss the progress of the study and ensuring effective communication with national stakeholders.
Facilitating consultations with FM6I regarding the review and revision of the first draft of the study and collecting their feedback.
Organizing training sessions for FM6I staff on climate risk integration in collaboration with the international consultant.
Collaborating with FM6I to pilot the implementation of the climate risk assessment methodology on at least three investment projects, producing a report with aggregated data by sector. This pilot implementation will focus on vulnerable sectors such as agriculture, water, energy, and coastal infrastructure, generating usable lessons for future reports and initiatives.
Required Qualifications: The position requires a Master's degree or higher in finance, economics, social and environmental corporate responsibility, climate science, or a related field. In-depth knowledge of economic and financial dynamics, the regulatory context, and sustainable development and climate risk issues in Morocco is essential. Additionally, professional experience in producing relevant analysis for the financial sector, particularly for institutional investors, is desired. Experience in designing and delivering customized training and advice on climate risks is also preferred. Strong analytical and research skills are necessary, along with the ability to synthesize complex information and generate actionable insights. A commitment to the principles and goals of sustainable development is highly valued.
Educational Background: Candidates must possess a Master's degree or higher in a relevant field such as finance, economics, social and environmental corporate responsibility, climate science, or a related discipline. Languages: Fluency in English and French, both oral and written, is required for this position, as these are the working languages of the United Nations Secretariat. Knowledge of Arabic is considered an asset, as it is one of the official languages of Morocco, and familiarity with Moroccan Berber may also be beneficial.
