Job Overview:
The Digital Interoperability Specialist will play a crucial role in the digital transformation of the State by developing digital solutions, interoperability pilots, and strengthening key enablers such as regulatory frameworks, governance, and capacities. The position involves providing technical assistance to implement open technological architectures for Digital Public Infrastructure, focusing on social protection, education, and climate resilience. The specialist will work closely with the Ministry of Social Development (MIDES) to modernize and digitize social program delivery, ensuring that interventions reach the most vulnerable populations efficiently and effectively. This role requires a proactive approach to designing and implementing digital solutions that enhance public service quality and efficiency, aligning with the broader goals of the UNDP in Guatemala.

Duties and Responsibilities:
The responsibilities of the Digital Interoperability Specialist include designing, building, and documenting software components and digital infrastructure that enable prioritized interoperability pilots for MIDES. This includes integrating systems such as the National Social Information System (SNIS), Social Household Registry (RSH), Social Development Fund (FODES), and the Intersectoral Government Initiative 'Hand in Hand'. The specialist will support the implementation of interoperability digital infrastructure by participating in the design of integrations, data mapping and transformation, flow orchestration, functional testing, and deployment in controlled and productive environments. They will evaluate the feasibility of implementing digital tools that support project interoperability using open and modular platforms. The role also involves developing a single beneficiary consultation platform for the MIDES Social Household Registry, ensuring optimal user experience, and implementing digital mechanisms for accessing information repositories. The specialist will be responsible for creating technical and functional documentation for all developed solutions, applying quality assurance and version control, implementing security" style="border-bottom: 1px dotted #007bff !important;">security and privacy measures, and strengthening the technical capacities of MIDES personnel through practical workshops and user guides. Additionally, they will participate in the technical planning and monitoring of pilots, collaborating in requirement gathering and definition.

Required Qualifications:
Candidates must possess a strong background in software development and digital infrastructure, with a focus on interoperability solutions. They should have experience in integrating complex systems and a solid understanding of open standards and technologies. Familiarity with digital public infrastructure and social protection systems is highly desirable. The ideal candidate will demonstrate strong analytical skills, problem-solving abilities, and a commitment to enhancing public service delivery through technology.

Educational Background:
A degree in Computer Science, Information Technology, Software Engineering, or a related field is required. Advanced degrees or certifications in relevant areas will be considered an asset. Candidates should have a solid understanding of digital transformation principles and practices, particularly in the context of public sector modernization.

Experience:
The position requires a minimum of 3-5 years of relevant experience in software development, digital infrastructure implementation, or related fields. Experience working with government institutions or international organizations is preferred. Candidates should have a proven track record of successfully delivering digital solutions that enhance service delivery and improve user experience.

Languages:
Fluency in Spanish is mandatory, as it is the primary language of communication in Guatemala. Proficiency in English is considered an asset, as it may facilitate collaboration with international teams and stakeholders. Knowledge of additional languages relevant to the region may also be beneficial.

Additional Notes:
This position is based in Guatemala City and offers a monthly allowance for basic needs, a pre-assignment allowance, and a final assignment allowance upon contract completion, subject to meeting the necessary conditions. The role includes medical, life, and disability insurance, as well as medical coverage for eligible dependents. Employees will accrue 2.5 vacation days per month and have access to a learning platform. The position is a full-time role and may involve collaboration with international teams.
