Job Overview: The Economic Recovery Specialist will play a crucial role in overseeing and developing the Economic Recovery (ECREC) sector projects in Libya. This position requires a strategic mindset to ensure the quality of programming and to build the technical capacity of the Economic Recovery team. The specialist will be involved in developing project proposals, maintaining external coordination with local entities, and ensuring that the projects align with DRC's standards and procedures. The role also emphasizes the importance of confidentiality and beneficiary dignity, particularly in emergency situations. The Economic Recovery Specialist will work closely with the Program Manager to manage financial aspects, support procurement processes, and identify programmatic opportunities, ensuring that integrated programming is promoted and implemented effectively.
Duties and Responsibilities: The Economic Recovery Specialist will have a wide range of responsibilities including: Upholding professional standards related to economic recovery programming in humanitarian assistance; Developing a strong understanding of DRC's economic recovery programming procedures and standards; Supporting the Program Manager in managing financial aspects of projects, including forecasting and spending tracking; Collaborating with the supply chain department for procurement processes; Maintaining confidentiality when managing records; Identifying and reporting challenges to the Program Manager; Defining the strategy for the ECREC department in Libya; Contributing to project proposal development; Coordinating the identification of ECREC needs; Ensuring technical coordination with the country office; Leading capacity development training and workshops; Contributing to the development and review of activity reports; Monitoring program implementation; Ensuring quality of ECREC components in donor reports; Developing partnerships with NGOs and government services; Creating program monitoring tools; Conducting field visits; Providing technical support for project implementation; Leading ECREC-related studies and assessments; Advising other DRC sector experts on ECREC; and contributing to DRC's overall strategy in Libya.
Required Qualifications: Candidates must possess a minimum of 4 years of experience in Economic Recovery or a relevant field within an international NGO. They should demonstrate proven skills in project management and development, as well as technical writing. Proficiency in MS Word, Excel, and PowerPoint is essential. Experience in project development, particularly in volatile and insecure environments, is highly valued. Candidates should also have experience partnering with national partners, authorities, and UN agencies. Fluency in English is mandatory, and candidates should demonstrate the ability to work collaboratively in a multi-cultural environment, as well as the capacity to live and work in high-stress situations.
Educational Background: A university degree in Business Administration, social sciences, political sciences, development, civil engineering, or a related field is required for this position. This educational background will provide the necessary foundation for understanding the complexities of economic recovery in humanitarian contexts.
Experience: The position requires a minimum of 4 years of relevant experience in Economic Recovery or a similar role within an international NGO. Candidates should have a strong background in project management and development, particularly in challenging environments, and should be adept at working with various stakeholders, including government entities and other NGOs.
Languages: Fluency in written and spoken English is mandatory. Additionally, proficiency in Arabic is also required, as it will facilitate communication with local partners and beneficiaries. Knowledge of other languages may be considered an asset but is not mandatory.

Salary and conditions will be in accordance with the Danish Refugee Council’s Terms of Employment for national employees.
