Job Overview: The Consultant for Counter Trafficking Mapping will play a crucial role in developing a comprehensive mapping of existing cross-border structures and coordination mechanisms relevant to counter trafficking programming in Libya. This position requires collaboration with various stakeholders, including government entities and non-governmental organizations, to enhance the effectiveness of IOM's counter trafficking efforts. The consultant will be responsible for conducting a desk review of existing resources, engaging with IOM colleagues and partners, and presenting findings in both English and Arabic. The role emphasizes the importance of understanding the complexities of trafficking in persons in Libya and the need for effective coordination among various actors involved in migration and trafficking issues.
Duties and Responsibilities:
Conduct a desk review of existing resources relevant to IOM Libya's counter trafficking interventions.
Engage with IOM colleagues and relevant partners to gather insights and data.
Develop a comprehensive mapping of existing cross-border structures and bilateral agreements between Libya and neighboring countries.
Analyze each instrument's status and lessons learned from implementation.
Produce two versions of the mapping report, one in English and one in Arabic.
Present findings during various forums, both online and in-person, and incorporate feedback into the final deliverables.
Submit deliverables in a timely manner, ensuring they meet the quality standards set by IOM.
Travel to IOM Libya offices and potentially to field locations as required for the assignment.
Required Qualifications:
Postgraduate degree in economics, social work, international studies, law, political or social sciences, development studies, or a related field from an accredited academic institution.
A minimum of four years of experience in migration, social work, and/or capacity development, preferably with a media, civil society organization, United Nations agency, or international organization.
Experience in strategic government engagement is a clear advantage.
Proven experience in developing mapping and coordination tools for practitioners and/or government officials.
Knowledge of participatory reporting methods and related topics.
A good understanding of migration issues, particularly migrants' rights and protection.
Educational Background: Candidates must possess a postgraduate degree in a relevant field such as economics, social work, international studies, law, political or social sciences, or development studies from an accredited institution. This educational background is essential for understanding the complexities of migration and trafficking issues.
Experience: The position requires a minimum of four years of relevant experience in migration, social work, or capacity development. Experience working with media, civil society organizations, United Nations agencies, or international organizations is preferred. Additionally, candidates with experience in strategic government engagement will have a competitive advantage. The consultant should also have experience in developing mapping and coordination tools for practitioners and government officials.
Languages: Fluency in English is mandatory for this position, as the consultant will be required to produce reports and engage in discussions in English. Proficiency in Arabic is considered a strong advantage, as the consultant will also be responsible for producing materials in Arabic and engaging with Arabic-speaking stakeholders.
Additional Notes: The contract duration for this consultancy is expected to extend until the completion of the deliverables, with specific deadlines for each phase of the project. The consultant will be required to travel to the IOM Libya office in Tunis and may also visit Tripoli and other relevant locations depending on the needs of the project and visa considerations. This position is categorized as a Category B Consultant, indicating a focus on tangible and measurable outputs. Compensation and benefits will be discussed during the hiring process.
