In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:

> International Research and Training Institute for the Advancement of Women (INSTRAW)
> Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI)
> United Nations Development Fund for Women (UNIFEM)
The main roles of UN Women are:
> To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms.
> To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society.
> To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview: The consultant will play a crucial role in supporting the National Specialist Consultants on EU Accession, Gender Mainstreaming, and Policy Alignment. This position is vital as Moldova progresses in its European integration journey, particularly in aligning national policies with EU standards on gender equality. The consultant will work closely with central and local authorities, providing expertise in identifying priorities for gender mainstreaming within EU accession clusters and chapters. The role involves contributing to the development of methodologies and frameworks for engagement with government stakeholders, ensuring that gender considerations are integrated into all relevant policies and practices. The consultant will also support the implementation of UN Women Moldova's strategic priorities and national programs related to gender equality and women's empowerment, particularly in the context of EU accession.
Duties and Responsibilities: The consultant's responsibilities include coordinating and prioritizing gender mainstreaming within EU accession processes, engaging with the Parliament, State Chancellery, and line ministries to identify gender priorities, and ensuring synergies among ongoing interventions. The consultant will provide inputs to the EU Enlargement Package and national progress reports, assist in aligning Moldovan legislation with EU directives on gender equality, and support the integration of gender considerations throughout negotiation chapters. Additionally, the consultant will contribute to developing practical tools for gender mainstreaming in key ministries, support the drafting of policy briefs and legislative proposals, and design training initiatives on the EU Gender Equality Acquis for various stakeholders. The tasks may evolve based on specific service requests from UN Women Moldova during the contract duration.
Required Qualifications: Candidates must possess a Master's degree or equivalent in fields such as Law, Public Policy, International Relations, Gender Studies, or related areas. A first-level university degree combined with two additional years of relevant experience may be accepted in lieu of the advanced degree. The position requires at least one year of relevant work experience in governance, public administration, or related fields, as well as proven experience in providing technical support for drafting or amending national legislation. Experience in human rights, gender equality, and women's empowerment, particularly in the context of Moldova, is essential. Familiarity with EU institutions and the accession process will be considered an asset, as will experience with UN Women or other UN agencies.
Educational Background: A Master's degree or equivalent in Law, Public Policy, International Relations, Gender Studies, Social and Humanitarian Sciences, Data Governance, Economics, or Finance is required. A first-level university degree may be accepted if accompanied by two additional years of qualifying experience.
Experience: At least one year of relevant work experience in governance, public administration, or related fields is required. Candidates should have proven experience in providing technical support on national legislation for central public administration or Parliament in Moldova. Experience in human rights, gender equality, and women's empowerment is also necessary, along with familiarity with the EU accession process and EU acquis frameworks.
Languages: Fluency in English and Romanian is required. Knowledge of any other UN official language is considered an asset.
Additional Notes: This is a home-based consultancy position, with no travel anticipated. Payment will be made per day worked, contingent upon satisfactory performance and approval of deliverables. The consultant acknowledges that acceptance of the contract does not guarantee a minimum fee.
