Job Overview: The Advocacy and Communications Advisor within the West Africa and the Americas HQ Hub plays a pivotal role in enhancing and coordinating advocacy efforts across the country offices supported by the Hub. This position is crucial for providing strategic advocacy and external engagement advice to the Hub’s director" style="border-bottom: 1px dotted #007bff !important;">Executive Director. The Advisor is tasked with promoting a unified voice for DRC’s key positions and messages, aiming to elevate DRC’s evidence-based advocacy and communications at various levels, including country, regional, and global. The role involves working closely with UN and other multilateral organizations, bilateral donors, and government representatives to influence humanitarian and development policies related to displacement and refugee rights. The Advisor will also lead the development and implementation of regional advocacy strategies that align with DRC’s global influencing strategy, ensuring that country-specific advocacy strategies are tailored to the unique contexts of Algeria, Tunisia, Libya, Chad, Niger, Mali, Nigeria, Cameroon, Burkina Faso, Colombia, and Venezuela.
Duties and Responsibilities: The key responsibilities of the Advocacy and Communications Advisor include leading the development and coordination of regional advocacy efforts in alignment with the Global Influencing Strategy. This involves ensuring coherence between country, regional, and global strategies, supporting the advocacy priorities of the Executive Director, and identifying advocacy opportunities on behalf of Country Offices. The Advisor will represent DRC at advocacy working groups and relevant INGO Regional Forums, draft high-quality advocacy products, and conduct influencer and stakeholder mapping to establish strategic networks. Additionally, the Advisor will monitor policy developments, prepare tailored briefing notes for high-level visits, and mentor country office advocacy colleagues to develop DRC-specific advocacy messages. In terms of communications, the Advisor will coordinate with the Global Communications Team, draft and disseminate communications materials, ensure messaging consistency across country offices, and provide guidance on media engagement.
Required Qualifications: To be considered for this position, candidates must be fluent in both French and English, with a desirable understanding of Spanish. The role is classified as a senior expert position, requiring a minimum of 5 years of experience in similar or complementary roles focused on West Africa and the Americas. Candidates should demonstrate a proven ability to advocate in complex contexts, experience in influencing and external engagement, and a strong background in external communications, including media engagement and content development. The ability to translate complex analyses into accessible communications products tailored to various audiences is essential, as is the capacity to present arguments in a structured and compelling manner. A strong understanding of the political and humanitarian contexts of the countries supported by the HQ Hub is also required.
Educational Background: Candidates should possess a relevant educational background that supports their expertise in advocacy, communications, or a related field. This may include degrees in international relations, political science, communications, or humanitarian studies. Advanced degrees may be preferred, particularly for senior positions that require a deep understanding of the complexities involved in humanitarian advocacy and communications.
Experience: The position requires significant experience, specifically a minimum of 5 years in advocacy roles that focus on humanitarian or development contexts. Candidates should have a track record of successfully developing and implementing evidence-based advocacy strategies, particularly in the West Africa and Americas regions. Experience in representing organizations in formal settings and engaging with decision-makers is crucial, as is familiarity with the operational dynamics of NGOs and UN agencies.
Languages: Fluency in French and English is mandatory for this role, with a good understanding of Spanish being desirable. The ability to communicate effectively in these languages is essential for engaging with diverse stakeholders and producing high-quality advocacy and communications materials.
