Job Overview: The Risk and Compliance Officer plays a crucial role in fostering a risk management culture within the Country Office (CO) and supporting the Risk and Compliance Coordinator (RCC). This position involves ensuring compliance with NRC’s policies and procedures, particularly in high-risk areas. The officer will be responsible for conducting regular spot checks, field visits, and in-depth reviews to monitor compliance and address any issues related to data protection and distribution compliance. The role also includes preparing reports, facilitating training sessions, and acting as a fact-finder for investigations under the Allegation Management Committee (AMC). The officer will work closely with various teams to ensure adherence to compliance standards and contribute to the overall improvement of the CO's operations.
Duties and Responsibilities:
Conduct regular spot checks and field visits to monitor compliance with NRC’s policies and procedures.
Update project-specific risk registers and share them with the RCC.
Conduct monthly spot checks on program activities to ensure adherence to Securing Supporting Documentation (SSD) procedures.
Prepare and share spot-check reports with recommendations for improvement.
Facilitate training sessions and Focus Group Discussions (FGD) for staff and contingent workers on topics such as anti-corruption and data protection.
Act as a fact-finder and investigator under the direction of the AMC, preparing reports with findings and recommendations.
Ensure visibility of Speak Up communications in NRC field offices and distribute information among suppliers and third parties.
Maintain up-to-date risk management and compliance-related registers.
Support internal and external audits by coordinating with stakeholders and preparing necessary documentation. 1
Facilitate regular training and refreshers for staff and suppliers on compliance-related topics.
Required Qualifications:
Bachelor’s degree in a relevant field such as business administration, accounting, or finance.
Completion of the Chartered Accountants (CA-CC) course from a reputed CA firm is preferred.
Minimum of 3 years of working experience in internal audit, compliance, or risk management functions.
At least 1 year of experience working with an NGO/INGO organization is preferred.
Familiarity with Government of Bangladesh compliance regulations for INGOs.
Strong planning, organizational, and interpersonal skills.
Excellent analytical, presentation, and reporting skills.
Knowledge of the regulatory context in Bangladesh.
Proficiency in MS Office applications (Excel, Word, PowerPoint).
Educational Background: A Bachelor’s degree in a relevant field such as business administration, accounting, or finance is required. Candidates who have completed the Chartered Accountants (CA-CC) course from a reputable CA firm will be given preference. This educational background is essential to ensure that the candidate possesses the necessary knowledge and skills to effectively manage risk and compliance functions within the organization.
Experience: Candidates should have a minimum of 3 years of working experience in internal audit, compliance, or risk management functions. Additionally, at least 1 year of experience working with an NGO or INGO is preferred. This level of experience is crucial for understanding the complexities of compliance and risk management in humanitarian contexts, particularly in relation to the regulatory framework in Bangladesh.
Languages: Fluency in English, both written and verbal, is mandatory. Fluency in Chittagonian is desirable, as it will facilitate communication with local stakeholders and communities. Strong coordination and communication skills are essential for effectively engaging with various teams and external partners.
Additional Notes: The position is based in Cox’s Bazar, with a contract duration of 12 months. The role involves approximately 20% travel. The position is classified as Grade 05 in NRC’s Salary Scale, with a monthly gross salary of 75,716 BDT, along with a comprehensive benefits package.
