Job Posting Organization: The UNDP Country Office is responsible for administering and managing common premises and shared services for various UN agencies, funds, and programs. Established to ensure efficient, secure, and cost-effective management of common premises, the organization aims to provide high-quality support services to all Participating Agencies, allowing them to focus on their core mandates. The UNDP operates in numerous countries worldwide, employing a diverse workforce dedicated to sustainable development and poverty reduction.
Job Overview: The ICT Specialist will play a pivotal role in leading and coordinating high-quality ICT services within the UNDP Country Office. This position requires strategic planning, infrastructure management, team supervision, and adherence to corporate ICT policies. The specialist will promote a client-oriented approach and oversee ICT support operations for common premises and associated offices. The role encompasses a wide range of responsibilities, including managing local IT support operations, ensuring network security" style="border-bottom: 1px dotted #007bff !important;">security, and facilitating knowledge sharing within the project. The incumbent will also be involved in budgeting, procurement, and compliance with UNDP standards, making this a critical position for the effective functioning of the organization.
Duties and Responsibilities:
Strategic Planning and Project Management: Lead the common premises ICT team, coordinating the implementation of ICT activities and services in alignment with UNDP’s operational needs. Oversee the integration of ICT assets from UNAMI, ensuring compliance with UNDP protocols. Manage the decommissioning and repurposing of ICT infrastructure, ensuring proper documentation and disposal. Develop local ICT budgets and asset management reports for tracking and donor reporting.
Operational Management and Support: Manage local IT support operations, including helpdesk services and end-user support for hardware and software issues. Supervise national ICT staff and contractors, ensuring team development and performance monitoring. Liaise with service providers for procurement and maintenance of ICT contracts.
Network and Security Management: Collaborate with the UNDP ICT Team on network and security management, ensuring compliance with security policies and standards. Participate in cybersecurity measures and respond to security incidents.
Security and Risk Management: Implement and monitor ICT security measures in compliance with UNDP policies, ensuring business continuity and disaster recovery measures are in place.
IT Project Coordination and Administration: Support IT project work, develop proposals for standard desktop setups, and serve as a focal point for related activities. Prepare terms of reference and resolve issues related to project implementation.
Reporting, Documentation, and Strategic Planning: Draft correspondence and reports, keep abreast of developments in the field, and ensure proper documentation of technical tasks.
Financial and Billing Management: Calculate cost estimates and assist in budget preparation. Evaluate service costs and maintain electronic records of expenditures.
Knowledge Building and Sharing: Identify systems for optimal content management and organize training for project personnel on ICT issues. Synthesize lessons learned and contribute to knowledge networks.
Required Qualifications: The position requires an advanced university degree (master's degree or equivalent) in Information Systems, Information Management, Computer Science, Software Development, or a related field. Alternatively, a first-level university degree (bachelor's degree) combined with an additional 2 years of qualifying experience will be considered. Candidates must have a minimum of 5 years of relevant experience with a master's degree or 7 years with a bachelor's degree in ICT strategy development, management, and supervision of ICT services and teams.
Educational Background: Candidates must possess an advanced university degree in relevant fields such as Information Systems, Information Management, Computer Science, or Software Development. A bachelor's degree in these areas, combined with additional qualifying experience, is also acceptable. Professional certifications in CCNP, MSCA, MSCE, or MCP are considered assets.
Experience: Candidates should have a minimum of 5 years of relevant work experience if holding a master's degree, or 7 years if holding a bachelor's degree. Experience should include development and implementation of ICT strategies, management of ICT services, and knowledge of hardware and software platforms, as well as telecommunications facilities.
Languages: Fluency in English and Arabic is required, while knowledge of the Kurdish language is desired. Proficiency in these languages is essential for effective communication within the organization and with stakeholders.
