Job Overview:
The consultancy position is aimed at providing essential administrative and field support for the implementation of the ISF Project, which focuses on strengthening the prevention and response to violence against women and girls in Central Asia. The consultant will work closely with the UNFPA Programme Analyst for Reproductive Health to facilitate the MISP Readiness Assessment and update the national MISP action plan. This role is crucial for ensuring that reproductive health services are maintained during emergencies and that advocacy efforts against harmful practices, such as virginity testing, are effectively executed. The consultant will be responsible for logistical coordination, documentation, and administrative support to ensure the successful execution of these activities, which are vital for improving reproductive health outcomes in Turkmenistan.

Duties and Responsibilities:
The consultant will undertake a variety of tasks, including but not limited to:
  • Serving as the primary administrative and logistical focal point for the MISP Readiness Assessment team, organizing meeting schedules, travel arrangements, and necessary clearances.
  • Assisting in the procurement of workshop materials and ensuring timely delivery.
  • Coordinating the dissemination and collection of assessment tools from national partners.
  • Providing note-taking and documentation support during data collection sessions.
  • Formatting and compiling the draft and final National MISP Action Plan document.
  • Leading logistical and event management aspects of the advocacy meeting, including venue booking and catering arrangements.
  • Supporting the Programme Analyst in compiling background documents and providing on-site support during the meeting.
  • Transcribing meeting minutes and assisting in drafting the post-event activity report.
  • Preparing a final consultancy report summarizing the activities and outcomes of the consultancy.

Required Qualifications:
Candidates must possess a Bachelor's Degree in Public Administration, Management, Social Sciences, Health, or a related field. A minimum of 5 years of experience in project administration, operational support, or logistics management is required, preferably within a UN agency, international NGO, or government body. Experience in event management and organizing workshops or meetings with multiple stakeholders is highly desirable. Candidates should demonstrate strong skills in administrative documentation and report writing, as well as familiarity with the health sector, sexual and reproductive health, or gender programming. Proficiency in Microsoft Office Suite and excellent organizational skills are essential.

Educational Background:
The position requires a Bachelor's Degree in a relevant field such as Public Administration, Management, Social Sciences, Health, or a related discipline. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to effectively support the implementation of the MISP Readiness Assessment and advocacy efforts.

Experience:
The consultant should have a minimum of 5 years of relevant experience in project administration, operational support, or logistics management. Experience working within a UN agency, international NGO, or government body is preferred. The candidate should also have a proven track record in event management and organizing workshops or meetings involving multiple stakeholders, which is crucial for the successful execution of the advocacy meeting and other related activities.

Languages:
Fluency in Turkmen and/or Russian is mandatory for this position, as these languages are essential for effective communication with local stakeholders. A good working knowledge of English is also required, as it will facilitate communication with international partners and the preparation of documentation in English. Strong language skills are critical for ensuring that all materials are accurately translated and that the consultant can effectively engage with participants during meetings and workshops.

Additional Notes:
The consultancy is expected to last for 45 working days, starting from December 15, 2025, to March 10, 2026, including the operational closure of the contract. The consultancy services will be delivered primarily from home, with visits to the UNFPA office as needed. The consultancy fee will be calculated based on the GS-6 level of the UN Salary Scale for National Officer categories, effective November 1, 2020, and will be paid in a lump sum upon successful completion of deliverables.
