Job Description
Job Posting Organization:
The position is located within the Conduct and Discipline Service in the Administrative Law Division (ALD) of the Office of Human Resources (OHR) in the Department of Management Strategy, Policy and Compliance (DMSPC) of the United Nations. Job Overview:
The Programme Management Officer plays a crucial role in the Conduct and Discipline Service, which is responsible for implementing the UN's standards of conduct for personnel across the UN Secretariat. This position involves developing, implementing, and evaluating programs and projects, monitoring their progress, and ensuring compliance with established standards. The officer will also engage in consulting assignments, facilitating workshops, and assisting clients in managing change. The role requires extensive research and analysis, particularly concerning the African Union Compliance and Accountability Framework in Peace Support Operations. The officer will coordinate policy development, generate survey initiatives, and prepare written outputs such as reports and background papers. Additionally, the officer will provide substantive support for meetings and outreach activities, ensuring effective communication and collaboration with various stakeholders.

Duties and Responsibilities:
The Programme Management Officer will be responsible for a wide range of duties, including: developing and evaluating assigned programs/projects; monitoring and analyzing program/project development; reviewing relevant documents and reports; identifying issues and initiating corrective actions; liaising with relevant parties; performing consulting assignments; conducting research and analysis; coordinating policy development; generating survey initiatives; designing data collection tools; preparing written outputs; providing support for meetings and conferences; initiating outreach activities; coordinating budget-related activities; and performing other duties as required. The role demands a proactive approach to problem-solving and the ability to manage multiple priorities effectively.

Required Qualifications:
Candidates must possess a strong understanding of theories and concepts relevant to project management, international relations, or related fields. The ability to analyze issues, conduct independent research, and apply judgment in various contexts is essential. Candidates should demonstrate professionalism, planning and organizing skills, and a client-oriented approach. The role requires a commitment to gender perspectives and the equal participation of women and men in all areas of work.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in management, international relations, or a related field is required. Alternatively, a first-level university degree (Bachelor's degree or equivalent) combined with two additional years of relevant work experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of seven years of progressively responsible experience in project or programme management, administration, international relations, or a related area is required. Candidates should have experience analyzing conduct and discipline matters and ideally have experience in field operations, particularly in complex emergencies or post-conflict environments. Experience in legal research or information management at the national or international level is also desirable.

Languages:
English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. Knowledge of French is desirable, with a minimum proficiency level of UN Level I in reading, writing, listening, and speaking.

This position is temporarily available until 30 June 2026, with a possibility of extension subject to budgetary approval and availability of the position.
