Job Overview:
The National Human Rights UNV Specialist position is designed to enhance the human rights expertise within the UN Resident Coordinator’s Office (RCO) in Albania. This role will involve monitoring, analyzing, and reporting on human rights developments, particularly concerning minorities and marginalized groups. The specialist will work under the supervision of the Justice for Children Specialist at UNICEF and in collaboration with the RCO Head of Office. The position aims to support the implementation of the Sustainable Development Goals (SDGs), particularly SDG 10 (Reduced Inequalities) and SDG 16 (Peace, Justice, and Strong Institutions). The specialist will engage with various stakeholders, including government bodies, civil society, and international partners, to promote human rights and ensure that no one is left behind in the path toward EU integration. The role also includes capacity building and public communication efforts to raise awareness about human rights issues in Albania.

Duties and Responsibilities:
  • Monitoring, Analysis, and Reporting: The specialist will monitor and analyze human rights developments, focusing on data, legislation, and policies affecting minorities and marginalized groups. They will prepare reports, briefings, and recommendations for the Resident Coordinator and UN Country Team.
  • Mainstreaming Human Rights: The role involves working with the RCO Data Specialist to integrate human rights recommendations into development programming and advocacy.
  • Analysis of Human Rights and Inclusion: The specialist will collaborate with the RCO Economist to assess the socio-economic rights of minorities and at-risk groups, supporting evidence-based advocacy and policy design.
  • Stakeholder Engagement: The specialist will liaise with National Human Rights Institutions and civil society to promote human rights and deliver training sessions and workshops.
  • Public Communication: The role includes developing advocacy materials and social media content to raise awareness of human rights issues.

Required Qualifications:
Candidates should possess strong analytical skills, with the ability to monitor and report on human rights issues effectively. They should demonstrate a commitment to human rights and social justice, with experience in advocacy and stakeholder engagement. The ability to work collaboratively with diverse groups and communicate effectively is essential. Knowledge of the Albanian context and familiarity with international human rights mechanisms will be advantageous.

Educational Background:
A degree in law, social sciences, human rights, or a related field is required. Advanced degrees or specialized training in human rights or international relations will be considered an asset.

Experience:
Candidates should have a minimum of 2 years of relevant experience in human rights monitoring, analysis, or advocacy. Experience working with international organizations, government bodies, or civil society organizations in Albania or similar contexts is preferred.

Languages:
Fluency in Albanian and English is mandatory. Knowledge of additional languages, particularly those spoken by minority groups in Albania, would be considered an asset.

Additional Notes:
This position is a national UN Volunteer role, and the selected candidate will be responsible for arranging their own housing and living essentials. The role may involve travel within Albania and requires a commitment to the principles of the United Nations Volunteer program.
