In Ukraine, UNDP implements its initiatives through the Country Programme Document for 2025 - 2029, which emphasizes three main priorities: Democratic Governance and Inclusive Social Fabric, Inclusive and Sustainable Economic Recovery and Growth, and Sustainable Environment and Energy Transformation. UNDP's work in Ukraine is particularly focused on supporting the Ministry of Economy, Environment and Agriculture to enhance its communications and contribute to the country's recovery efforts amidst ongoing challenges.

Job Overview:
The Public Relations Advisor will play a crucial role in supporting the Ministry of Economy, Environment and Agriculture of Ukraine by designing and delivering unified communication strategies and stakeholder engagement initiatives. This position involves planning and producing content, supporting spokespersons, and strengthening crisis communication readiness to ensure consistent and evidence-based messaging. The Advisor will be responsible for developing monthly communication plans, preparing communication materials, managing digital publishing, and facilitating public events. This role is integral to the broader recovery agenda, as it supports policy reforms and interinstitutional coordination that underpin resilience and democratic governance in Ukraine. The Advisor will also be expected to maintain an editorial calendar, coordinate multimedia asset production, and perform other duties as assigned by the supervisor and UNDP Ukraine Leadership.

Duties and Responsibilities:
The Public Relations Advisor will be tasked with a variety of responsibilities, including:
  • Developing monthly communication plans that outline topics, messages, release schedules, and align with project stakeholders.
  • Preparing communication talking points and supporting speakers during interviews and public appearances, providing recommendations and analysis during crisis situations.
  • Drafting and editing various communication products such as press releases, news articles, longreads, and Q&As.
  • Managing digital publishing across the Ministry’s web and social media channels, ensuring accessibility and compliance with branding and ethical standards.
  • Facilitating integration into public events and stakeholder activities, including coordination, content preparation, and reporting.
  • Ensuring crisis communications readiness by maintaining Q&As, holding statements, and escalation protocols.
  • Preparing targeted stakeholder newsletters and maintaining a contact registry for priority groups.
  • Drafting executive communications for leadership, including speeches and briefing packs.
  • Coordinating the production of visual and multimedia assets with designers and contractors, ensuring quality control and rights clearance. 1
  • Performing other duties as assigned by the supervisor and UNDP Ukraine Leadership.

Required Qualifications:
Candidates must demonstrate integrity by modeling the UN’s values and ethical standards. They should promote the vision, mission, and strategic goals of UNDP while displaying cultural, gender, religion, race, nationality, and age sensitivity. The ideal candidate will have strong communication, interpersonal, analytical, and planning skills, with the ability to work under deadlines and manage complex issues in a changing environment. Additionally, candidates should possess knowledge of sustainable energy and environmental issues, along with strong written and oral communication skills.

Educational Background:
A relevant educational background is essential for this position. Candidates should possess a degree in communications, public relations, journalism, or a related field. Advanced degrees or specialized training in public relations or communications would be advantageous and may enhance a candidate's qualifications for the role.

Experience:
Candidates are expected to have a significant level of experience in public relations, communications, or a related field. This includes demonstrated experience in developing communication strategies, managing stakeholder engagement, and handling crisis communications. Experience working in international organizations or within the UN system would be highly beneficial, as would familiarity with the socio-political context of Ukraine and the challenges it faces.

Languages:
Fluency in English is mandatory, as the role requires strong written and oral communication skills. Proficiency in Ukrainian or Russian would be considered an asset, as it would facilitate better engagement with local stakeholders and enhance communication effectiveness.

Additional Notes:
This position is a national UN Volunteer assignment, and the volunteer is responsible for organizing their own accommodation. The contract is full-time and lasts for the period indicated in the vacancy, with the possibility of extensions based on funding availability and performance. The Volunteer Living Allowance (VLA) is set at USD 2076 per month, along with additional allowances such as a one-time entry lump sum of USD 400 and an exit allowance of USD 101.78 for each month of assignment. Medical and life insurance coverage is provided for the duration of the assignment, and volunteers accrue annual leave and sick leave entitlements. Learning leave may also be requested, subject to supervisor approval.
