The POiD engages in various initiatives focusing on conflict prevention and resolution, border management and security, gender empowerment, and promoting good economic and environmental governance. The office operates within three main dimensions: the Political-Military Dimension, the Economic and Environmental Dimension, and the Human Dimension. The OSCE has a presence in multiple countries, working towards enhancing cooperation and dialogue among its member states, and is committed to fostering peace and security in the region.
Job Overview: The National Health Administrative Officer plays a crucial role in supporting the effective coordination and administration of medical and health-related services for members of the OSCE Programme Office in Dushanbe. This position is vital for ensuring that mission members have access to quality healthcare services. The officer will facilitate healthcare access, maintain communication with local medical facilities, assist with medical clearances and evacuations, and provide first-aid and health education support. The role emphasizes the importance of preventive health measures and the administrative coordination necessary to maintain high standards of medical services. The incumbent will work under the administrative supervision of the Chief of the Fund Administration Unit and the professional oversight of the OSCE Chief Medical Officer, ensuring that all health-related activities align with OSCE policies and procedures.
Duties and Responsibilities: The successful candidate will be responsible for a variety of tasks, including:
Coordination of medical support: Facilitate access to healthcare for mission members by maintaining contact with local hospitals, clinics, and health professionals; assist staff in arranging medical consultations, diagnostic testing, and referrals as recommended by qualified medical practitioners.
Health service monitoring: Monitor and report on the availability, reliability, and general standards of healthcare facilities and services in Tajikistan and the region; maintain an updated directory of approved medical providers.
Health administration: Support the implementation of OSCE procedures for medical clearances, sick leave, and medical evacuations; ensure timely documentation and communication with the Chief Medical Officer and the OSCE health insurance provider.
First aid and emergency coordination: Provide immediate first-aid assistance for minor injuries or illnesses and coordinate emergency medical responses by contacting local healthcare providers and emergency services as necessary.
Medical logistics: Manage daily operations of the mission’s medical support services, including inventory control of medical supplies, maintenance of first-aid kits, and procurement of necessary medical materials. Conduct periodic hygiene and sanitation checks within mission premises, including the POiD canteen.
Health education and prevention: Disseminate health promotion materials and organize information sessions for mission members on preventive healthcare, hygiene, nutrition, and wellness.
Medical documentation and reporting: Maintain confidential medical records and prepare administrative reports related to staff health services, medical insurance coordination, and health statistics.
Medical examinations coordination: Facilitate pre-employment, periodic, and clearance medical examinations conducted by licensed physicians; ensure proper recordkeeping and compliance with OSCE medical clearance procedures.
Required Qualifications: Candidates must possess a first-level university degree in a relevant field, such as health administration or public health. A minimum of 2 years of progressive experience in medical service administration is required. Professional fluency in Russian and Tajik is essential, along with a working knowledge of English. Experience in working with international organizations is highly desirable. Candidates should demonstrate excellent communication and diplomatic skills, strong self-motivational and interpersonal skills, and solid computer skills with good knowledge of relevant medical databases. A valid driving license is considered an asset. Candidates should also exhibit gender awareness and sensitivity, with the ability to integrate a gender perspective into tasks and activities. The ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different genders, and diverse political views, while maintaining impartiality and objectivity, is crucial.
Educational Background: The position requires a first-level university degree, which is typically a Bachelor's degree or equivalent, in a relevant field such as health administration, public health, or a related discipline. This educational background is essential for understanding the complexities of medical service administration and the healthcare system.
Experience: The ideal candidate should have a minimum of 2 years of progressive experience in medical service administration. This experience should ideally include working in environments similar to international organizations, where the candidate has had to navigate complex healthcare systems and coordinate medical services effectively. Experience in managing health-related administrative tasks, liaising with healthcare providers, and ensuring compliance with health policies is highly valued.
Languages: Mandatory languages for this position include professional fluency in Russian and Tajik, as these are essential for effective communication within the local context. A working knowledge of English is also required, as it facilitates communication with international colleagues and adherence to OSCE policies. Proficiency in additional languages may be considered an asset but is not mandatory.
Additional Notes: This position is a fixed-term contract at the National Professional level (NP1) and is full-time. The monthly remuneration is subject to social security deductions and is set at 1,682.08 EUR. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are typically made at Step 1 of the applicable OSCE salary scale, with the possibility of an initial appointment at up to Step 3 in exceptional cases, depending on relevant experience or higher previous remuneration. The OSCE retains the discretion to re-advertise or cancel the vacancy, offer an appointment at a lower grade, or modify the job description or duration. Candidates should be aware that the OSCE does not reimburse expenses related to interviews, tests, visas, or relocation. The mandatory retirement age for contracted positions is 65 years, and candidates must be aware that OSCE appointments are subject to medical clearance.
