Job Overview: The Monitoring Evaluation Consultant role is pivotal in supporting evidence-related tasks within the Office of Innovation at UNICEF. This position involves working closely with the Innovation Manager and colleagues in the Monitoring, Evaluation, Evidence & Learning team to strengthen results-based management in the WASH innovation portfolio. The consultant will be responsible for defining evidence requirements, generating evidence for scaling WASH innovations, and providing strategic and technical guidance. The role also includes developing innovative approaches to evidence building, supporting offices in applying evidence methodologies, and assisting in monitoring and reporting for donor and partner engagements. The consultant will contribute to the identification and documentation of lessons learned to guide future programming and develop best-practice models for the WASH innovation hub.
Duties and Responsibilities:
Strengthening results-based management in portfolio management by defining evidence requirements for innovation phases.
Generating evidence for WASH innovation scaling by providing strategic and technical guidance for solutions.
Developing innovative approaches to build evidence for WASH solutions that support organizational learning and multi-country scaling.
Creating mechanisms to assist offices in applying evidence methodologies appropriately.
Providing direct assistance to key solutions around evidence building strategies in collaboration with the P4 Innovation Manager and P3 Innovation Specialist.
Offering technical support to WASH portfolio solution leads in managing evidence activities, including the development of monitoring checklists and assessment methodologies.
Supporting monitoring, learning, and evidence generation for donor and partner reporting.
Providing thought leadership around the measurement of innovation and assisting in ongoing projects developing guidance on innovation measurement.
Identifying and documenting lessons learned to guide future programming through the development of best-practice models and Standard Operating Procedures (SOPs).
Required Qualifications: The position requires a minimum of eight years of relevant professional experience at national and international levels in performance management, monitoring and evaluation, innovation, and social and economic development. Candidates must demonstrate experience with performance management, KPI development, results-based management, and logic models. Familiarity with developing country work and emergency contexts is essential. Expertise in innovation practice, particularly in scaling innovations in social and development sectors, is critical. Professional experience in monitoring and evaluation activities, especially with a focus on measuring innovations, is an asset.
Educational Background: Candidates must possess an advanced university degree in Social Sciences, Humanities, Innovation-related fields, International Relations, Business Administration, or another related technical field. Alternatively, a first university degree in a relevant field combined with two additional years of professional experience may be accepted in lieu of an advanced degree.
Experience: The role requires a minimum of eight years of relevant professional experience, which should include work at both national and international levels. Experience in performance management, monitoring and evaluation, and innovation is crucial, along with familiarity with social and economic development and cooperation.
Languages: Fluency in English is mandatory. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is considered an asset.
Additional Notes: This position does not require travel, and any potential travel will be reimbursed according to UNICEF policy. Individuals engaged under a consultancy or individual contract will not be considered staff members and will not be entitled to benefits provided to staff. Payment of professional fees will be based on the submission of agreed deliverables, and UNICEF reserves the right to withhold payment if deliverables do not meet required standards.
