Job Overview:
The Deputy Head of Programming (DHoP) will play a crucial role in providing strategic direction and management for the Chad Country Office’s programming. This position complements the efforts of the Bangui-based Head of Programming (HOP) to ensure the establishment and successful implementation of high-quality programs aimed at serving the poor and vulnerable populations in Chad. The DHoP will leverage their management and programming skills to ensure that the Chad Country Office delivers impactful programming while continuously seeking to improve its effectiveness. The role involves significant collaboration with various stakeholders, including donors, to advance resource mobilization strategies aligned with regional and agency priorities. The DHoP will also be responsible for leading project design efforts, ensuring that they meet the necessary standards and are appropriate for the context and technical requirements of the projects.

Duties and Responsibilities:
The DHoP will complement the HOP in providing strategic direction for the design of the Chad Country Office’s strategic frameworks and plans, particularly in relation to emergencies. Key responsibilities include leading resource mobilization strategies, arranging meetings with potential donors, and contributing to high-quality project design that incorporates project management standards and MEAL (Monitoring, Evaluation, Accountability, and Learning) methods. The DHoP will coordinate project planning activities to ensure integration and efficiency in implementation, represent CRS in coordination" style="border-bottom: 1px dotted #007bff !important;">cluster coordination meetings in N'Djamena, and manage team dynamics and staff well-being. This includes providing coaching, developing individual development plans, and conducting performance assessments for direct reports. The DHoP will also promote accountability, learning, and knowledge management as part of the MEAL policy implementation, coordinate with operations staff for project budgeting, and strengthen partnerships. Additionally, the DHoP will contribute to business development efforts, coordinate technical assistance and capacity strengthening for project teams, and identify training opportunities.

Required Qualifications:
Candidates must possess a Bachelor’s Degree in International Development, International Relations, or a relevant field. A minimum of 3-5 years of work experience in a program management position with increasing responsibilities in an international NGO is required. Candidates should have good experience in project grants management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, and reporting, preferably for projects funded by multiple public donors, with a focus on European donors. Experience in successful business development activities capturing public and/or private donor funding is also essential.

Educational Background:
The educational background required for this position includes a Bachelor’s Degree in International Development, International Relations, or a related field. This foundational education is critical for understanding the complexities of program management and international development work.

Experience:
The position requires a minimum of 3-5 years of relevant work experience in program management, with a focus on international NGOs. Candidates should demonstrate progressive responsibilities in their previous roles, particularly in project management and grants management, which are crucial for the effective execution of the DHoP role.

Languages:
Full proficiency in both French and English is mandatory for this position. This bilingual requirement is essential for effective communication with local stakeholders, partners, and team members, as well as for the successful implementation of programs in Chad.

Additional Notes:
The position involves supervisory responsibilities over the Partnership and Capacity Strengthening Program Manager and the FHRAOC Program Manager. Candidates must be willing to travel within Chad up to 40% of the time.
