Job Overview: The UN VolunteerProject Support and Monitoring Analyst will play a crucial role in supporting the design, implementation, and management of the Monitoring, Evaluation, and Learning (MEL) system for a Japan-funded project in Cameroon. This position requires a strong focus on ensuring that project activities and outcomes are effectively monitored, measured, and reported according to UNFPA standards and donor requirements. The analyst will provide technical expertise in data collection, analysis, performance tracking, and reporting, while collaborating closely with field teams, local authorities, and partners to ensure evidence-based programming and accountability. This role also involves liaising with the Japanese Embassy to ensure robust communication and visibility for Japan's contribution to the project, which aims to improve the health, safety, and well-being of women and girls affected by crises in various regions of Cameroon.
Duties and Responsibilities: The duties and responsibilities of the UN Volunteer Project Support and Monitoring Analyst include:
Development and Implementation of M&E Framework (approx. 30%): Develop and implement a comprehensive MEL framework for the project, aligning with UNFPA and Japan's donor requirements. Define Key Performance Indicators (KPIs), targets, and benchmarks for project outputs, outcomes, and impacts. Develop project-specific data collection tools, dashboards, and methodologies for routine monitoring and evaluation activities. Ensure that M&E tools and methodologies are gender-sensitive, conflict-sensitive, and aligned with the HDP nexus approach.
Data Collection, Analysis, and Reporting (approx. 30%): Oversee the collection, cleaning, validation, and management of project data, ensuring its accuracy, completeness, and reliability. Conduct data quality assessments (DQAs) and routine data verification at field levels. Collaborate with project teams and implementing partners to contribute to the baseline survey and final project evaluation of indicators. Draft interim and final project reports, ensuring compliance with UNFPA and Japan's donor reporting standards.
Field Monitoring, Capacity Building, and Learning (approx. 20%): Conduct frequent field visits to project sites to monitor implementation, assess progress, and engage with beneficiaries. Organize M&E training and capacity-building sessions for UNFPA staff and partners. Facilitate learning and knowledge-sharing to improve program design and inform future interventions. Establish community feedback mechanisms to integrate beneficiary voices into project implementation.
Donor Liaison, Visibility, and Compliance (approx. 20%): Ensure that project M&E activities align with national health monitoring frameworks and UNFPA global standards. Collaborate with partners on joint monitoring and evaluation exercises. Facilitate joint field visits with the Embassy of Japan, serving as a key point of contact for donor relations. Contribute to the implementation of the communication strategy, ensuring high visibility for the project and compliance with UNFPA’s Results-Based Management guidelines.
Required Qualifications: The required qualifications for the position include a strong background in monitoring and evaluation, data analysis, and project management. Candidates should possess excellent analytical skills, with the ability to synthesize complex data into meaningful insights. Strong communication skills are essential, particularly in report writing and presentation, to effectively engage with donor representatives and stakeholders. The candidate should also demonstrate results-oriented planning, organizational, and problem-solving skills, along with the ability to work effectively in diverse teams and challenging environments.
Educational Background: Candidates should have a degree in social sciences, public health, international development, or a related field. A master's degree is preferred, particularly for roles involving complex project management and evaluation. Additional training or certifications in monitoring and evaluation methodologies, data analysis, or related areas will be advantageous.
Experience: The position requires a minimum of 2-3 years of relevant experience in monitoring and evaluation, project management, or data analysis, preferably in the humanitarian or development sectors. Experience working with international organizations, particularly in crisis-affected regions, is highly desirable. Familiarity with UNFPA's mission and objectives, as well as knowledge of gender-based violence and sexual and reproductive health issues, will be beneficial.
Languages: Fluency in French is mandatory, as it is the primary language of communication in Cameroon. Proficiency in English is also highly desirable, as it is widely spoken and may be necessary for communication with international stakeholders and partners. Knowledge of additional local languages would be an asset.
Additional Notes: This assignment is exclusively for Japanese citizens. The position is based in Yaoundé, the capital of Cameroon, which offers a dynamic environment with a pleasant climate and various amenities. The role is full-time and involves frequent travel to project sites in the North-West, South-West, Far North, and Centre regions. Suitable accommodation is available in secure expatriate neighborhoods, and comprehensive international health insurance with medical evacuation is essential.
