Job Overview: The Programme Analyst (ASRH/Youth & HIV) will play a crucial role in analyzing policies and programs related to sexual and reproductive health for adolescents and youth. This position involves developing strategies to ensure that the most marginalized groups are reached with essential health services and interventions. The analyst will coordinate the implementation of youth-led activities and provide technical assistance to field offices, ensuring that programs align with UNFPA's Country Programme in the Philippines. The role requires a deep understanding of the humanitarian-development-peacebuilding continuum and the ability to engage with various stakeholders, including government agencies, NGOs, and youth organizations. The analyst will also contribute to the formulation and evaluation of projects, ensuring that they address the needs of adolescents and youth effectively.
Duties and Responsibilities: The Programme Analyst will be responsible for a range of duties, including:
Coordinating the planning, implementation, monitoring, and reporting of ASRH Youth/HIV programs in alignment with national policies and UNFPA's Country Programme.
Establishing monitoring and oversight mechanisms to ensure effective program delivery.
Integrating humanitarian preparedness and response into ASRH Youth/HIV programming.
Developing and coordinating the Adolescent and Youth Strategy for UNFPA, focusing on the most marginalized groups.
Collaborating with stakeholders to design and implement country programs and projects related to ASRH/Youth and HIV.
Analyzing existing assessments on sexual and reproductive health and rights for adolescents and youth to identify opportunities for intervention.
Providing technical support for advocacy and policy documents to strengthen SRH and rights for youth programming.
Facilitating national capacity-building initiatives and training sessions for stakeholders involved in ASRH/Youth and HIV programming.
Representing UNFPA at relevant coordination forums and public events, advocating for youth health and rights. 1
Maintaining communication with the UNFPA Country Office and contributing to national and global ASRH and Youth-related communities of practice.
Required Qualifications: Candidates must possess an advanced degree in public health, population, demography, or a related social science discipline. A minimum of two years of progressively responsible professional experience in areas related to adolescent sexual and reproductive health, HIV, and youth programming is required. Candidates should have practical experience in project design, implementation, monitoring, and evaluation, particularly in the context of UN operations. Knowledge of project management and coordination is essential, along with a strong understanding of the political, social, and economic factors affecting youth health and rights. Experience working with vulnerable communities and using social media for advocacy is an asset. Candidates should demonstrate a commitment to UNFPA's mandate and values.
Educational Background: An advanced degree in public health, population studies, demography, or a related social science field is required for this position. Experience: The position requires a minimum of two years of relevant professional experience, preferably in the fields of adolescent sexual and reproductive health, HIV, and youth programming. Additional Notes: This is a full-time position with a fixed-term contract of one year, which may be renewed based on satisfactory performance. The role is non-rotational, meaning that the successful candidate will remain in the Manila office for the duration of the contract.
