Job Overview:
The Administrative Assistant position is crucial for the effective functioning of the UN Resident Coordinator's Office (RCO) in Jerusalem. The role encompasses a wide range of administrative functions, including human resources management, budget and finance, contract administration, procurement, and general administration. The Administrative Assistant will be responsible for initiating and processing human resource activities, responding to staff inquiries, maintaining vacancy files, and monitoring staffing tables. Additionally, the role involves assisting in budget preparation, monitoring expenditures, and preparing financial reports. The Administrative Assistant will also coordinate procurement activities, manage contracts, and ensure compliance with UN rules and regulations. Duties and Responsibilities:
The Administrative Assistant will perform a variety of duties, including but not limited to: managing human resources activities such as recruitment, performance appraisal, and training; responding to staff inquiries regarding entitlements and administrative procedures; overseeing vacancy announcement files; assisting in budget preparation and monitoring expenditures; preparing financial reports; coordinating procurement activities and managing contracts; drafting routine correspondence; liaising with internal and external stakeholders; guiding and supervising junior staff; managing office transportation requirements; and supporting UN coordination efforts at the operational level. The role also includes data collection and analysis, preparation of presentations and reports, and maintaining documentation for procurement activities.

Required Qualifications:
Candidates must possess a high school diploma or equivalent. Additional certification or training in human resources, administration, finance, or related fields is desirable. The role requires a strong understanding of UN administrative, financial, and human resources rules and regulations. Candidates should demonstrate professionalism, planning and organizing skills, and client orientation. The ability to work effectively in a multicultural environment and to maintain productive partnerships with clients is essential.

Educational Background:
Completion of a high school diploma or equivalent is required. Additional certification or training in human resources, administration, audit, finance, management, or event organization is desirable. This educational background will provide the necessary foundation for the administrative functions required in this role.

Experience:
A minimum of seven years of progressively responsible experience in administrative services, finance, accounting, audit, human resources, or a related area is required. Candidates with a first-level university degree may have the minimum experience requirement reduced by two years. Experience with an Enterprise Resources Planning (ERP) system, such as Umoja, is desirable, as is experience working with the United Nations or similar international organizations. Additionally, one year or more of experience in data analytics or a related area is desirable.

Languages:
Fluency in English and Arabic is required for this position. English and French are the working languages of the United Nations Secretariat, but for this specific job opening, proficiency in Arabic is essential.
