Job Overview:
The HAS Coordinator is responsible for overseeing the Health and Safety (HAS) Management of the Country Office, ensuring that all program and support teams can carry out their activities safely and securely. This role involves coordinating the work of HAS Technical Assistants, collecting incident data related to security" style="border-bottom: 1px dotted #007bff !important;">security situations, and contributing to data collection and security access analysis. The HAS Coordinator will report directly to the HAS Manager and will work closely with the HAS Advisor to maintain a comprehensive understanding of the humanitarian context in Palestine, which is crucial for informed decision-making. The position requires adherence to NRC's Security Management Plan and involves preparing status reports, supporting budget management, and ensuring compliance with Minimum Operational Security Standards (MOSS) and Minimum Operational Infrastructure Security Standards (MOISS).

Duties and Responsibilities:
The HAS Coordinator's duties include ensuring adherence to NRC's Security Management Plan, implementing delegated HAS tasks, preparing status reports, and maintaining proper documentation. The coordinator will support the induction of international staff, contribute to security analysis, and coordinate with the finance department on budget management. Specific responsibilities include monitoring the security situation in Palestine, sending weekly reports to the HSS Advisor, leading international travel control, updating training databases, raising procurement requests, and improving MOSS and MOISS standards. The coordinator will also create systems and protocols for staff safety, participate in internal and external meetings, and contribute to the development of engagement strategies and training programs. Additionally, the role involves maintaining communication equipment and promoting safeguarding principles within NRC and the communities served.

Required Qualifications:
Candidates must possess a relevant tertiary degree and demonstrate excellent analytical skills. Experience in security and safety management processes within a humanitarian INGO context is essential. Strong interpersonal and communication skills are required, along with the ability to work under pressure and manage stress effectively. Candidates should have a very good command of English and Arabic, both written and spoken, while knowledge of Hebrew is considered an asset.

Educational Background:
A relevant tertiary degree is required for this position, which should ideally be complemented by training or certifications related to security management, humanitarian assistance, or a related field. The educational background should provide the candidate with the analytical skills necessary to assess and respond to security challenges in a humanitarian context.

Experience:
The position requires candidates to have substantial experience in security and safety management processes, particularly in a humanitarian INGO context. This experience should include practical knowledge of security risk assessments, incident reporting, and the implementation of safety protocols in challenging environments. Candidates should also have experience in budget management and coordination with various departments within an organization.

Languages:
Fluency in English and Arabic is mandatory, with strong writing and speaking skills in both languages. Knowledge of Hebrew is advantageous and may enhance the candidate's ability to navigate the local context effectively.

This position is based in Jerusalem and is classified as Grade (07) Step (01). The contract duration is open-ended, and the role is full-time.
