Job Overview:
The director" style="border-bottom: 1px dotted #007bff !important;">Country Director serves as the official representative of SOLIDARITES INTERNATIONAL in the designated country, responsible for overseeing the smooth operation of the mission. This role involves proposing mission strategies that align with the geopolitical and humanitarian context and ensuring their implementation once validated. The Country Director monitors project progress to ensure compliance with the organization's charter and internal procedures. Additionally, they are tasked with mobilizing the necessary material and financial resources for effective program execution and supervising the administration of these resources. Coordination of the teams in place and ensuring the security" style="border-bottom: 1px dotted #007bff !important;">security of personnel and operations are also key responsibilities. The Country Director acts as the direct liaison with the headquarters of SOLIDARITES INTERNATIONAL.

Duties and Responsibilities:
The Country Director's duties include but are not limited to:
  • Developing and proposing mission strategies based on the humanitarian context.
  • Ensuring the implementation of validated strategies and monitoring project progress.
  • Mobilizing and managing material and financial resources for program effectiveness.
  • Supervising the administration of resources and ensuring compliance with internal and contractual procedures.
  • Coordinating the teams and ensuring the security of personnel and operations.
  • Establishing communication channels with partners, NGOs, donors, and authorities at the Jerusalem level.
  • Structuring the coordination team and supporting the scaling up of operations in Gaza while developing operations in other areas.
  • Addressing security and access challenges in the mission area, particularly in Gaza and the West Bank.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Human Resources, Business Administration, Social Sciences, Organization Development, or a related HR discipline. A Bachelor’s degree in Financial Management is also acceptable. Additionally, candidates should have a minimum of 5 years of experience in the humanitarian sector and 3-4 years in similar positions. Technical skills required include mastery of project cycle management, negotiation and diplomatic skills, and training and capacity building skills. Transversal skills should include experience in security management in complex environments, humanitarian/context analysis, and proven experience in external representation in sensitive environments.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in relevant fields such as Human Resources, Business Administration, Social Sciences, Organization Development, or Financial Management. This educational foundation is essential for understanding the complexities of humanitarian operations and managing resources effectively.

Experience:
The position requires a significant level of experience, specifically a minimum of 5 years in the humanitarian sector, with at least 3-4 years in roles similar to that of a Country Director. This experience is crucial for navigating the challenges of humanitarian work and leading teams effectively in complex environments.

Languages:
Fluency in English and Arabic is mandatory for this position. Proficiency in these languages is essential for effective communication with local partners, stakeholders, and team members, as well as for navigating the cultural and operational landscape of the mission area.

The position is a short-term contract with a duration of 1 year, starting from January 20, 202
  • The role is based in Jerusalem and Amman, with a salary starting from EUR 3740 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly per diem of USD 750 is provided, along with coverage for accommodation costs and travel expenses. The organization implements a system of breaks during the assignment, allowing for time off every three months, along with an additional rest day for each month worked. Expatriates benefit from a comprehensive insurance package covering healthcare expenses and essential vaccinations. Living conditions are generally safe, with staff able to move freely in most areas of East and West Jerusalem, although caution is advised in certain neighborhoods.
