The Comprehensive Nuclear-Test-Ban Treaty (CTBT) bans nuclear explosions by everyone, everywhere: on the Earth's surface, in the atmosphere, underwater and underground. Since the Treaty is not yet in force, the organization is called the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO). It was founded in 1996, has over 260 staff from over 70 countries, and is based in Vienna. The CTBTO’s main tasks are the promotion of the Treaty and the build-up of the verification regime so that it is operational when the Treaty enters into force.

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) is an international organization established to implement the Comprehensive Nuclear-Test-Ban Treaty (CTBT). The organization is headquartered in Vienna, Austria, and is responsible for setting up a global verification system to monitor compliance with the treaty, which prohibits all nuclear weapon test explosions. The CTBTO operates a network of 337 monitoring stations worldwide, an international data center, and conducts on-site inspections. The organization emphasizes integrity, professionalism, and respect for diversity in its operations and workforce.

Job Overview:
The Director of Human Resources Services will play a pivotal role in shaping the organizational culture and performance of the CTBTO. This position requires a strategic partner who can provide expert counsel to the Executive Secretary and various divisions within the Secretariat on all human resources matters. The Director will be responsible for workforce planning, talent acquisition, staff development, performance management, and ensuring staff well-being. The role also involves leading the transformation of HR processes and modernizing ERP systems, while formulating and applying progressive HR policies that promote transparency and accountability. The Director will oversee the management of HR resources, ensuring effective budget management and alignment with the strategic objectives of the CTBTO. Additionally, the Director will lead change management initiatives to enhance organizational capability and efficiency, while fostering a collaborative and inclusive work environment.

Duties and Responsibilities:
The Director will act as a trusted strategic partner, providing expert counsel on human resources matters. Key responsibilities include:
  • Providing strategic leadership and direction for the Human Resources Services (HRS) mandate, including HR process transformation and modernization of ERP systems.
  • Overseeing the management and strategic vision of HRS, ensuring effective resource allocation and performance monitoring.
  • Leading the design and implementation of change management initiatives to strengthen organizational capability.
  • Empowering and developing staff within HRS, promoting collaboration and continuous learning.
  • Preparing documentation and reports for intergovernmental and oversight bodies on HR-related matters.
  • Ensuring recruitment processes align with organizational objectives and uphold core values.
  • Promoting effective staff-management relations and fostering open communication.
  • Representing the organization at inter-agency meetings and high-level discussions.
  • Performing other duties as assigned.

Required Qualifications:
Candidates must possess at least fifteen (15) years of progressively responsible experience in human resources management, organizational reform, and change management. A minimum of five (5) years of senior managerial experience leading diverse teams in an international organization is required. Proven leadership and policy expertise in developing staff regulations and HR policies is essential. Candidates should have a track record of successfully introducing innovative HR systems and managing organizational change. Experience in workforce planning and implementing ERP systems relevant to HR management is also required. Familiarity with strategic planning, budgeting, and audit processes is necessary, along with experience in negotiation and employee dispute resolution.

Educational Background:
An advanced university degree in Human Resources Management, Business or Public Administration, Law, Social Sciences, or a related field is required for this position. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively manage human resources in a complex international environment.

Experience:
Candidates should have extensive experience, specifically at least fifteen (15) years in progressively responsible roles within human resources management. This experience should include significant exposure to organizational reform and change management processes. Additionally, candidates must have at least five (5) years of senior managerial experience, demonstrating their ability to lead and manage diverse teams effectively in an international context.

Languages:
Excellent written and oral communication skills in English are essential for this position. Knowledge of other official CTBTO languages, including Arabic, Chinese, French, Russian, and Spanish, is considered desirable and would enhance the candidate's ability to communicate effectively in a multilingual environment.

Additional Notes:
The position is a fixed-term appointment with a maximum tenure of seven (7) years, emphasizing staff rotation and knowledge transfer.
