Job Overview:
The Roving Team Leader position is a hybrid role that involves frequent travel to support existing country programs during emergency response operations and to establish new Relief International programs in crisis-affected areas. This role is critical for addressing the immediate needs of affected populations by rapidly designing, launching, and managing RI’s response efforts. The Team Leader is responsible for ensuring that all interventions align with RI’s humanitarian principles, global standards, and operational procedures. A significant aspect of this role is to facilitate a smooth transition from emergency response to long-term programming, which includes effective handover processes, capacity building, and knowledge transfer to country-level teams to ensure the sustainability of RI’s operations.

Duties and Responsibilities:
The Roving Team Leader will have a comprehensive set of responsibilities, including:
  • Leading Emergency Response Operations: Coordinating field implementation, operational support, and strategic priorities to ensure coherent and timely actions in response to emergencies.
  • Risk & Compliance Management: Identifying operational and programmatic risks early, proposing mitigation strategies, and ensuring adherence to organizational standards.
  • Operational Oversight: Managing logistics, staff movements, supply chains, and cross-border interventions while ensuring efficient systems and resource alignment.

Required Qualifications:
Candidates must possess a Bachelor’s degree in International Relations, Security Management, Humanitarian Affairs, or a related field, with a Master’s degree preferred. They should have substantial progressive experience managing humanitarian operations, access, and security in conflict or cross-border contexts. Proven ability to coordinate multi-country teams and navigate complex political and operational environments is essential. Strong experience in liaising with government authorities, UN agencies, and international NGOs is required. Excellent analytical, communication, and negotiation skills are necessary for success in this role.

Educational Background:
The educational background required for the Roving Team Leader position includes a Bachelor’s degree in relevant fields such as International Relations, Security Management, or Humanitarian Affairs. A Master’s degree in these areas is preferred, indicating a higher level of expertise and understanding of the complexities involved in humanitarian operations.

Experience:
Candidates should have substantial progressive experience in managing humanitarian operations, particularly in conflict or cross-border contexts. This includes experience in coordinating multi-country teams and navigating complex political and operational environments. Prior experience in humanitarian operations in regions such as Sudan, Chad, or the Sahel is highly valued, as is familiarity with donor compliance frameworks such as those from BHA or ECHO.

Languages:
Fluency in English and French is mandatory for this position, with Arabic language skills considered a bonus. Proficiency in these languages is crucial for effective communication and coordination in diverse operational contexts.
