Job Overview:
The Cybersecurity and Digital Safeguards Specialist plays a crucial role in implementing the Bank's Digital Approach, which aims to ensure equal access to digital technology and skills, provide financial and technical support to various entities, and establish robust governance practices. This position is integral to the development and execution of cybersecurity management strategies across diverse sectors, focusing on identifying and mitigating digital risks in banking projects. The specialist will also be responsible for advising clients on cybersecurity measures, ensuring that the Bank's operations align with its Environmental and Social Policy. The role requires a proactive approach to developing methodologies for cyber and digital safeguards assessments, leading technical discussions, and shaping the implementation of technical assistance projects with EBRD clients.

Duties and Responsibilities:
The responsibilities of the Cybersecurity and Digital Safeguards Specialist include leading the development of methodologies for cyber and digital safeguards assessments, overseeing the technical aspects of project digital safeguard screening, and collaborating with consultants and banking teams to conduct thorough due diligence processes. The specialist will also engage in technical discussions with stakeholders and clients, develop advisory products related to digital safeguards and cybersecurity, and support the Hub's policy teams in integrating digital safeguards into strategic initiatives. Additionally, the role involves maintaining awareness of developments in cybersecurity and digital safeguards, advising on their implications, and facilitating upskilling efforts within the team and across other banking departments.

Required Qualifications:
Candidates must possess a Master's degree in a relevant discipline related to digital safeguards and cybersecurity. Fluency in English, with excellent written and oral communication skills, is essential. Knowledge of an additional language such as Russian, French, or Arabic is desirable. Cybersecurity or privacy professional certifications are highly preferred, along with experience in assessing digital risks from various perspectives, including regulatory and investment. Familiarity with auditing digital safeguard controls and implementing cybersecurity measures in large organizations is also highly desirable. Knowledge of digital risk standards and frameworks, as well as expertise in IT environments, operational technology, and cloud systems, will be beneficial for candidates.

Educational Background:
A Master's degree in a relevant field is required for this position. This educational background should encompass disciplines related to cybersecurity, digital technology, or risk management, equipping candidates with the necessary theoretical knowledge and practical skills to address the challenges associated with digital safeguards and cybersecurity in a banking context.

Experience:
