Job Overview: The DAPM Digital TransformationInternational Consultant position is a consultancy role within UNICEF's Division of Data, Analytics, Planning and Monitoring (DAPM). The consultant will be responsible for providing advisory support to the Programme Effectiveness Team (PET) in enhancing digital systems governance and operational models. The role requires collaboration with various stakeholders to assess current systems, define future states, and develop a comprehensive five-year roadmap for PET systems. The consultant will engage in activities such as defining governance structures, conducting assessments of existing systems, facilitating visioning exercises, and developing strategic plans for system enhancements. This position is crucial for ensuring that UNICEF's digital systems align with its strategic vision and operational needs, ultimately contributing to improved program effectiveness and organizational performance.
Duties and Responsibilities: The consultant will undertake a variety of tasks, including:
Defining the governance structure and standards for PET Systems, which involves assessing the current governance framework, identifying gaps, and proposing new working modalities.
Conducting a comprehensive current state assessment of existing PET Systems and platforms, evaluating their functionality, data management, and alignment with organizational objectives.
Facilitating collaborative visioning exercises with stakeholders to define the desired future state of PET Systems, including user experience expectations and technological upgrades.
Developing a strategic five-year roadmap for the implementation of integrations and enhancements, detailing key activities, milestones, timelines, and resource requirements.
Producing reports and documentation that outline the findings and recommendations from assessments and visioning exercises, ensuring clarity and consistency in system management processes.
Required Qualifications: Candidates must possess a Master's degree in computer science, Business Administration, or a related field. They should have strong management and problem-solving skills, as well as excellent communication and presentation abilities. Additionally, at least ten years of professional experience in systems management, design, delivery, or business operations is required. Proven experience in developing governance frameworks, conducting assessments, and managing corporate systems is essential. Familiarity with UNICEF systems is considered an asset, and management consulting experience is also advantageous.
Educational Background: The position requires a Master's degree in a relevant field such as computer science or Business Administration. This educational background is essential for understanding the complexities of systems management and digital transformation within an organization like UNICEF.
Experience: The consultant should have a minimum of ten years of professional experience in relevant fields, particularly in systems management and business operations. This experience should include a proven track record of developing and operationalizing governance models, conducting assessments, and collaborating with diverse stakeholders to achieve organizational goals.
Languages: Fluency in English is mandatory for this position. Knowledge of another UN language, such as Arabic, Chinese, French, Russian, or Spanish, is considered an asset and may enhance the candidate's profile.
Additional Notes: The consultancy is set to last from 15th December 2025 to 15th December 2026, with the possibility of remote work. Candidates must complete their profiles in UNICEF's e-Recruitment system and submit relevant academic credentials along with a financial proposal detailing costs for deliverables. UNICEF will cover travel costs and daily subsistence allowances if international recruitment is necessary.
