Job Overview: The consultant will play a crucial role in addressing the complexities of UNICEF's reporting environment, which has become fragmented and inefficient over time. The primary goal is to conduct a comprehensive review of UNICEF's eco-reporting functions and systems, identifying opportunities to streamline and harmonize reporting processes. This will involve analyzing data flows, reporting requirements, and staff workloads to create a more integrated reporting ecosystem. The consultant will work collaboratively with various divisions within UNICEF to ensure that the reporting processes are simplified, reducing redundancies and enhancing data coherence. The expected outcome is a more efficient reporting system that allows for seamless data flow and strategic use of artificial intelligence for data analysis and accessibility.
Duties and Responsibilities:
Conduct a diagnostic review and mapping of all internal and external reporting requirements across UNICEF, including consultations with stakeholders and analysis of data flows.
Perform a gap and duplication analysis to identify overlaps in indicators and reporting cycles, and evaluate how other organizations manage similar reporting processes.
Propose simplifications in reporting requirements and structure, particularly for non-mandatory reporting, and recommend a model for progressive automation.
Develop a detailed roadmap and implementation plan for transitioning to the proposed simplified reporting ecosystem, including options for quick wins and long-term integration actions.
Deliver reports and documentation as outlined in the terms of reference, including inception reports, analytical reports, and facilitation of validation workshops.
Required Qualifications: Candidates must possess a Master’s degree in a relevant field such as Business Administration, International Development, or Social Sciences. They should have a minimum of eight years of relevant professional experience in program management, with demonstrated expertise in managing reporting processes and systems design. Strong analytical, report writing, problem-solving, and decision-making skills are essential, along with advanced interpersonal abilities. Proven communication and facilitation skills are required, with experience leading workshops and strategic discussions. Familiarity with systems design, integration, and process optimization is also necessary, preferably within UNICEF or similar organizations.
Educational Background: A Master’s degree in a relevant field such as Business Administration, International Development, Social Sciences, or a related discipline is required for this position. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to effectively analyze and improve UNICEF's reporting systems.
Experience: The position requires a minimum of eight years of relevant professional experience, particularly in program management and reporting processes. Candidates should have a proven track record of supporting and managing reporting systems design, demonstrating their ability to navigate complex organizational environments and deliver effective solutions.
Languages: Fluency in English is mandatory, with excellent writing, presentation, and facilitation skills. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is considered an asset, enhancing the consultant's ability to communicate effectively with diverse stakeholders.
