In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:

> Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI)

The main roles of UN Women are:
> To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms.
> To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society.
> To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview: The National Programme Support Staff position is crucial for supporting the Department for Community Development and Religion in Papua New Guinea, particularly in the context of the Soim Wokabout: Gender-Based Violence Referral Pathways Programme. This role involves working closely with the National Programme Manager and other stakeholders to ensure timely reporting and effective implementation of gender equality and women's empowerment initiatives. The incumbent will contribute to the development and execution of programs aimed at reducing gender-based violence (GBV) and enhancing the rights and protection of women and girls. The position requires a proactive approach to identifying capacity-building needs, facilitating advocacy efforts, and ensuring that the Department meets its commitments to national gender equality and GBV initiatives. The role also emphasizes collaboration with various partners, including civil society organizations and community leaders, to foster a comprehensive response to GBV and promote social stability and human rights in the region.
Duties and Responsibilities:
Contribute to programme development and implementation within the Department by supporting coordination with relevant stakeholders, participating in the design of key programmes, and identifying emerging issues that may impact programme delivery.
Guide coordination with the Department for Community Development and Religion and other national partners, managing relationships to facilitate effective communication and consultation.
Coordinate the monitoring and reporting of Soim Wokabout Programme Activities, maintaining accurate records and compiling information for evaluation stages.
Facilitate advocacy, knowledge building, and communication efforts by providing administrative support for training and preparing public information materials.
Perform other duties as necessary for the efficient functioning of the Office and the Organization, ensuring that all actions align with UN Women’s values and competencies.
Required Qualifications: The position requires a Bachelor's degree or equivalent in social sciences, human rights, gender/women’s studies, international development, public health, or a related field. A Master’s degree or equivalent qualification is desirable, along with a project/programme management certification such as PMP®, PRINCE2®, or MSP®. Candidates should possess strong writing skills, the ability to manage data and documents, and experience in programme management and evaluation.
Educational Background: Candidates must have a Bachelor's degree or equivalent in relevant fields such as social sciences, human rights, gender studies, international development, or public health. A Master's degree is preferred, and certifications in project/programme management are advantageous.
Experience: At least 5 years of progressively responsible development experience is required, particularly in programme coordination and strategic planning related to gender equality and women's rights. Experience in managing teams, coordinating with government agencies or donors, and working in the Pacific region or similar contexts is essential. Familiarity with the UN System and managing EU-funded projects is considered an asset.
Languages: Fluency in English and Tok Pisin is mandatory. Knowledge of other UN official working languages is an asset, enhancing communication and collaboration in a diverse environment.
Additional Notes: The position is based in Port Moresby, Papua New Guinea, and is expected to be full-time.
