Job Overview:
The Programme Associate plays a crucial role in the development and implementation of UNFPA's Country Programme by providing essential financial, administrative, and programmatic support. This position is integral to ensuring compliance with UN/UNFPA rules and regulations while facilitating effective communication and knowledge management within the organization. The Programme Associate will assist in the planning and coordination of peace-building activities, ensuring that all processes align with UNFPA's operational guidelines. The role requires a proactive approach to support the programme team, manage financial reporting, and maintain organizational functions that enhance the overall effectiveness of the office.

Duties and Responsibilities:
A. Programme Planning and Coordination Support: The Programme Associate will assist the programme team by providing support to implementing partners, maintaining accessible contact lists, and facilitating knowledge management. Responsibilities include assisting in programme formulation, updating project profiles, and preparing for quarterly review meetings. The associate will also participate in monitoring visits to project sites as needed.

B. Financial Management Support: This role involves assisting in budget revisions, monitoring project commitments, generating financial reports, and ensuring accuracy in financial documentation. The Programme Associate will coach implementing partners on UNFPA financial regulations and support the operational closure of projects in compliance with policies.

C. Administrative Support: The Programme Associate will set up and maintain filing systems, manage online databases, and coordinate logistical support for programme activities. Responsibilities include preparing documentation, reports, and communication materials, as well as ensuring optimal communication flows within the office and with external partners.

Required Qualifications:
Candidates must possess a completed secondary level education (high school diploma) as a minimum requirement. A first-level university degree in Public/Business Administration, Finance, Commerce, Accountancy, or a related field is preferred. The role requires a minimum of six years of relevant experience with secondary education or three years with a university degree, particularly in programme administration, finance, or office management. Experience with UN agencies is considered an asset, along with excellent writing and communication skills and proficiency in office software applications.

Educational Background:
The educational background required for this position includes a completed secondary level education, with a preference for candidates holding a first-level university degree in relevant fields such as Public Administration, Business Administration, Finance, or Accountancy. This educational foundation is essential for understanding the complexities of programme management and financial oversight within the UNFPA framework.

Experience:
The position requires a minimum of six years of relevant experience for candidates with secondary education or three years for those with a first-level university degree. This experience should be in areas such as programme administration, finance, or office management. Familiarity with UN agencies and their operational procedures is advantageous, as is experience in managing financial reports and compliance with organizational policies.

Languages:
Fluency in English is mandatory for this position. Additionally, fluency in Tok Pisin or other local languages of Papua New Guinea is considered an added advantage, enhancing communication with local stakeholders and partners.
