Job Description
Job Posting Organization:
The South East Asia and Pacific Multi-Country Office (EAPMCO) was established in January 2023 following the merger of the Thailand Multi-Country Office and the Cambodia Multi-Country Office. EAPMCO currently operates in 24 countries across North East Asia, South East Asia, and the Pacific. The office is responsible for overseeing a diverse portfolio of projects, including renewable energy, health infrastructure, and climate change initiatives, with a focus on sustainable development and capacity building. The head office in Bangkok provides strategic direction and operational support to ensure quality standards across all locations.

Job Overview:
The Senior Project Manager will play a crucial role in the implementation of UNOPS projects in Papua New Guinea, focusing on infrastructure development. This position requires coordination and technical expertise in project design, construction supervision, and stakeholder engagement. The Senior Project Manager will lead a diverse team and ensure that projects are delivered on time, within budget, and meet quality standards. The role involves creating implementation plans, managing resources, and ensuring compliance with UNOPS guidelines and funder agreements. The Senior Project Manager will also be responsible for monitoring project progress and reporting to stakeholders, ensuring that all parties are informed and engaged throughout the project lifecycle.

Duties and Responsibilities:
  • Develop and update implementation plans, ensuring milestones are met within project tolerances.
  • Manage project outputs, ensuring quality and compliance with requirements.
  • Liaise with external suppliers and manage contract performance.
  • Identify potential risks and advise on mitigation strategies.
  • Prepare regular project and financial reports for stakeholders.
  • Develop stakeholder engagement strategies and maintain strong relationships with key partners.
  • Ensure compliance with audit requirements and manage project documentation.
  • Lead and motivate the project management team, ensuring performance reviews are conducted fairly.
  • Foster a culture of respect and zero tolerance for discrimination within the team. 1
  • Support capacity building activities and share best practices with other project managers.

Required Qualifications:
  • Advanced University Degree in a relevant discipline (Economics, Project Management, Engineering, etc.) or a Bachelor's degree with additional relevant experience.
  • Certification in Project Management (PRINCE2, PMI, etc.) is an asset.
  • Professional certification from an accredited institution (PEng., CEng., etc.) is desirable.
  • Strong analytical capabilities and problem-solving skills.
  • Proficiency in project management software (e.g., MS Project) and financial management.

Educational Background:
An Advanced University Degree in a relevant field such as Economics, Project Management, Infrastructure Management, or Engineering is required. A Bachelor's degree combined with two additional years of relevant work experience may be accepted in lieu of the advanced degree. Certifications in project management methodologies are considered an asset, and candidates are expected to complete specific UNOPS training within three months of joining.

Experience:
A minimum of 7 years of experience in managing infrastructure projects is required, with a focus on sectors such as renewable energy, health, and transportation. Experience in contract management, project design, and implementation in developing or post-conflict environments is highly desirable. Candidates should have a proven track record of leading multidisciplinary teams and managing multiple concurrent projects effectively.

Languages:
Full working knowledge of English is essential. Knowledge of another official UNOPS language is considered an asset, enhancing communication with diverse stakeholders.

Additional Notes:
The position is classified as an International Individual Contractual Agreement (IICA) at the ICS 11/IICA 3 level, with an ongoing contract subject to organizational requirements and satisfactory performance. Port Moresby is designated as a family duty station with hardship leave provisions.
