Job Overview: The Program Manager will serve as the Project Lead for the UNAIDS HIV PreventionTechnical Assistance Program under the Indo-Pacific HIV Partnership in Papua New Guinea. This role is crucial for overseeing the management and technical leadership of the program, ensuring that HIV prevention and testing services are delivered effectively with a strong focus on Gender Equality, Disability, and Social Inclusion (GEDSI). The Program Manager will be responsible for the scale-up of PrEP and HIV self-screening initiatives, developing demand generation strategies, and building the capacity of community partners. This position requires robust monitoring, evaluation, and learning (MEL) systems to ensure quality service delivery and compliance with donor regulations. The Program Manager will also supervise a team across the National Capital District and Eastern Highlands Province, fostering collaboration with key stakeholders and ensuring sustainable models of HIV service delivery.
Duties and Responsibilities: The Program Manager's duties include leading the implementation of the UNAIDS PNG HIV Partnership Program, ensuring alignment with technical design and donor requirements. Responsibilities encompass providing day-to-day leadership and mentorship to technical officers and community mobilizers, ensuring high-quality delivery of program activities related to PrEP, HIV self-screening, and demand-generation campaigns. The role also involves providing technical guidance on HIV prevention and GEDSI integration, overseeing training for healthcare providers and community partners, and strengthening data collection and advocacy capacities. The Program Manager will coordinate with various stakeholders, support national dialogues on HIV prevention innovations, and oversee the implementation of the MEL framework, ensuring routine monitoring and reporting against UNAIDS indicators. Additionally, the Program Manager will manage program budgets, ensure compliance with donor regulations, and lead risk management planning for program implementation.
Required Qualifications: Candidates must possess a Bachelor's Degree in Health Sciences, Public Health, Social Sciences, Program Management, or a related field, with a Master's degree preferred. A minimum of 8 years of progressive experience in HIV program management is required, including supervision of multidisciplinary teams. Applicants should have a proven track record in gender-based violence (GBV) response, safeguarding, and the integration of gender-responsive HIV services. Experience working with civil society organizations, public health authorities, and government counterparts in Papua New Guinea or similar settings is essential. Familiarity with donor-funded projects, particularly those from UNAIDS, USAID, DFAT, or the Global Fund, is also necessary, along with relevant experience in strategic information systems and data-driven programming.
Educational Background: The educational background required for this position includes a Bachelor's Degree in Health Sciences, Public Health, Social Sciences, Program Management, or a related field. A Master's degree is preferred, indicating a higher level of expertise and understanding of complex health issues and program management.
Experience: The position requires at least 8 years of progressive experience in HIV program management. This experience should include supervision of multidisciplinary teams and a proven track record in GBV response, safeguarding, and the integration of gender-responsive HIV services. Candidates should also have experience working with civil society organizations, public health authorities, and government counterparts, particularly in Papua New Guinea or similar contexts.
Languages: Excellent English communication skills are mandatory for this position, as effective communication is crucial for stakeholder engagement and program implementation. Proficiency in Tok Pisin is desirable, as it would facilitate better communication with local communities and stakeholders.
