Job Overview:
The Programme Associate, Data will provide essential support to the Chief Technical Advisor (CTA) and her team, working closely with the National Statistics Office (NSO) and the Department of National Planning and Monitoring (DNPM) as well as the UNFPA country office. This role is crucial for ensuring that administrative, financial, and reporting processes are adhered to. The Programme Associate will play a vital role in facilitating the implementation of UNFPA's country programme and projects, particularly in the areas of population and development, reproductive health, and gender. The position involves applying established systems and procedures, compiling and analyzing relevant information, and ensuring compliance with organizational procedures. The Programme Associate will be instrumental in supporting the comprehensive data and population project, which includes the use of remote sensing population technologies for upcoming elections and addressing the demand for data and data literacy.

Duties and Responsibilities:
The Programme Associate will be responsible for a variety of tasks under the guidance of the CTA, including: collaborating with the NSO on programmatic aspects of project implementation; coordinating the delivery of project inputs and ensuring national counterparts' participation in training activities; providing logistical support for project-related meetings, workshops, and events; drafting donor reports and other necessary documentation; developing meeting materials and taking minutes; facilitating the work of consultants and experts; attending meetings on technical matters and providing recommendations; assisting the CTA in monitoring project progress; contributing to the capacity building of NSO staff; and performing other job-related duties as assigned by the UNFPA Representative or Deputy Representative.

Required Qualifications:
Candidates must possess a minimum of High School Education, with a Diploma or Bachelor’s Degree in a relevant field considered an asset. Training in economics, statistics, or demography is desirable. Additionally, candidates should have at least six years of relevant experience with a High School diploma, or two years of experience with a Diploma or Bachelor’s Degree in the public or private sector, particularly in programme development. Familiarity with ATLAS is an asset, and experience with the UN is also beneficial. A high level of proficiency in Microsoft Office (MS Word, Excel, and PowerPoint) is required, along with the ability to remain focused under pressure and a commitment to excellence in technical matters.

Educational Background:
The educational background required for this position includes a minimum of High School Education. A Diploma or Bachelor’s Degree in a relevant field is an asset, and training in economics, statistics, or demography is desirable. This educational foundation will support the Programme Associate in effectively contributing to the data and population project and other related tasks.

Experience:
The position requires candidates to have at least six years of relevant experience if they only possess a High School diploma, or two years of relevant experience if they hold a Diploma or Bachelor’s Degree. This experience should ideally be in the public or private sector and involve programme development. Familiarity with ATLAS and experience working with the UN will be advantageous, as will a demonstrated ability to manage multiple tasks and maintain attention to detail under pressure.

Languages:
Fluency in oral and written English is mandatory for this position. Knowledge of Tok Pisin or Motu is considered an asset, as it may enhance communication with local stakeholders and contribute to the effectiveness of the Programme Associate's role.
