Job Overview:
The position involves providing consultancy services for quality assurance and oversight in the elaboration of scope of works for the refurbishment of regional multipurpose youth centers and outbuildings in Gambia. The consultant will be expected to ensure that the scope of works is comprehensive, meets the required standards, and aligns with UNDP's objectives. This role is crucial in ensuring that the refurbishment projects are executed effectively and efficiently, contributing to the overall mission of enhancing youth facilities in the region. The consultant will work closely with UNDP staff and stakeholders to gather necessary information, assess needs, and develop detailed specifications for the works to be undertaken. The assignment is expected to span 150 working days over a period of 5 months, requiring a commitment to deliver high-quality outputs within the stipulated timeframe.

Duties and Responsibilities:
The consultant will be responsible for the following duties:

• Conducting a thorough assessment of the existing youth centers and outbuildings to identify refurbishment needs.
• Collaborating with UNDP and relevant stakeholders to gather input and insights for the scope of works.
• Developing detailed specifications and requirements for the refurbishment projects, ensuring they meet quality standards and project objectives.
• Providing oversight during the implementation phase to ensure compliance with the agreed scope of works.
• Preparing progress reports and documentation throughout the assignment, highlighting any challenges and recommendations for improvement.
• Engaging with local communities and stakeholders to ensure their needs and perspectives are incorporated into the project design.
• Ensuring that all activities are aligned with UNDP's policies and procedures, particularly in relation to procurement and project management.

Required Qualifications:
Candidates must possess a strong background in project management, particularly in construction or refurbishment projects. They should have proven experience in quality assurance and oversight roles, with a track record of successfully delivering similar assignments. Familiarity with UNDP's operational procedures and standards is highly desirable. Additionally, candidates should demonstrate strong analytical and problem-solving skills, as well as the ability to work collaboratively with diverse teams and stakeholders.

Educational Background:
A minimum of a bachelor's degree in civil engineering, architecture, project management, or a related field is required. Advanced degrees or certifications in relevant areas will be considered an asset. Candidates should also have a solid understanding of construction practices and quality assurance methodologies.

Experience:
The position requires a minimum of 5 years of relevant professional experience in project management, specifically in the construction or refurbishment sector. Experience working with international organizations, particularly in a consultancy capacity, is preferred. Candidates should also have a demonstrated ability to manage multiple tasks and meet deadlines in a fast-paced environment.

Languages:
Fluency in English is mandatory, as all documentation and communication will be conducted in this language. Knowledge of local languages spoken in Gambia would be considered an advantage, as it may facilitate better engagement with local stakeholders and communities.
