Job Overview:
The Construction Specialist position is integral to UNICEF's Climate-Resilient Sheltering Schools (CRSS) Project, which aims to rehabilitate and reinforce educational infrastructure in Vanuatu. This role involves overseeing and coordinating education infrastructure projects, ensuring they meet quality standards and comply with UNICEF's sustainability principles. The specialist will focus on rehabilitating schools damaged by earthquakes and climate-related events, adapting construction techniques to local materials, and fostering community engagement. The position requires collaboration with government entities, local communities, contractors, and international donors to ensure the successful implementation of projects that safeguard children's education during disasters.

Duties and Responsibilities:
The Construction Specialist will be responsible for a variety of tasks, including developing annual construction work plans, conducting feasibility studies, and ensuring alignment with UNICEF's operational plans. They will prepare technical documents, draft scopes of work, and ensure compliance with UNICEF norms and standards. The specialist will also coordinate with stakeholders, provide technical assistance, and participate in project monitoring and compliance activities. Regular site visits will be conducted to ensure adherence to safety standards and project specifications. The role also includes managing procurement processes, preparing tender documents, and evaluating technical proposals. The specialist will maintain project documentation and assist in contract management, ensuring all activities are completed on time and within budget.

Required Qualifications:
Candidates must possess strong technical knowledge in construction management, particularly in educational infrastructure. They should have experience in project planning, coordination, and stakeholder engagement. Familiarity with UNICEF's sustainability principles and child-friendly construction practices is essential. The ideal candidate will demonstrate excellent communication skills, adaptability, and the ability to work collaboratively in a multicultural environment. Educational Background:
A degree in civil engineering, architecture, or a related field is required for this position. Additional certifications in project management or construction management are advantageous. Experience:
The position requires a minimum of 5 years of relevant experience in construction management, particularly in the context of educational projects. Experience working in disaster-affected areas or with international organizations is highly desirable. Candidates should demonstrate a proven track record of successfully managing construction projects from inception to completion, ensuring compliance with quality and safety standards.

Languages:
Fluency in English is mandatory, as it is the primary language of communication within UNICEF and for project documentation. Knowledge of Bislama or French is considered an asset, as it may facilitate better communication with local communities and stakeholders.
