Job Overview: The Advisor position is a critical role within the Office of the Director General of the East Asia Department (EARD) at ADB. The successful candidate will be responsible for providing comprehensive support to the Director General in various strategic areas, including planning, implementation, and management of EARD's vision and goals. The Advisor will play a key role in knowledge management, relationship management, and the overall operations and resource management of the department. This position requires a proactive approach to ensure that the department's objectives align with ADB's broader goals and compliance with its policies. The Advisor will also oversee both Technical International and Technical Local staff, ensuring effective collaboration and performance within the team. The role demands a strong understanding of development issues in the Asia-Pacific region and the ability to engage with a diverse range of stakeholders, including government entities, development partners, and civil society organizations.
Duties and Responsibilities: The Advisor will undertake a variety of duties and responsibilities, including but not limited to:
Supporting the Director General in establishing and cascading EARD's vision, goals, and development strategies.
Contributing to the planning, implementation, and supervision of the departmental work plan, ensuring alignment with ADB's goals.
Assisting in the formulation and updating of high-quality Country Partnership Strategies (CPS) and related operational documents.
Providing support for knowledge management activities, including the management and implementation of EARD's knowledge products and services program.
Engaging in relationship management and policy dialogue with various stakeholders, including government and civil society organizations.
Anticipating budgetary requirements and managing resource allocation for the department.
Mentoring and developing staff to enhance their skills and ensure high-quality outputs from the department.
Required Qualifications: Candidates must possess a Master's degree or equivalent in development-related disciplines or related fields. Alternatively, a University degree combined with at least 10 years of specialized experience in similar organizations may be considered in lieu of a Master's degree. Additionally, candidates should have at least 15 years of work experience in programming across various sectors, project processing, and administration. Management experience is also required, along with international experience working in development across multiple countries. Strong management and leadership qualities are essential, as well as proficiency in written and verbal communication in English and, where applicable, the local language.
Educational Background: The educational background required for this position includes a Master's degree in one or more development-related disciplines or related fields. Candidates with a University degree in these areas, combined with extensive relevant experience, may also be considered. The focus should be on disciplines that align with ADB's mission and operational needs, such as economics, public policy, international relations, or other related fields.
Experience: The position requires a significant level of experience, specifically at least 15 years in relevant fields. This experience should encompass programming, project processing, and administration across various sectors.
